- The following two questions were submitted to the Government. The questions and their answers are provided below for your information: Question 1: The Presolicitation notice implies that the system should include ?the On-Board Receiver and Data Processor normally carried on the aerial vehicle? which implies that the equipment is airworthy and passes flight safety requirements. Is this a requirement of the contract Answer: The subject solicitation is for a prototype system that can be tested in an environmental chamber, tested at an instrumented tower and tested as a payload on a helium- filled balloon. If these test results are positive and if resources are available, the government may issue one or more other solicitations to make the prototype equipment suitable to be carried on manned or unmanned high altitude aerial vehicles. Question 2: Does the Ultralight Dropsonde System that the Government plans to acquire presently exist? Answer: No
