- This is a combined synopsis / solicitation for services being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA, Cordell Bank, National Marine Sanctuary located in Olema, CA intends to acquire the following services: Statement of need: We are proposing to survey Cordell Bank to document and characterize the presence of derelict fishing gear on the bank and conduct a feasibility assessment by conducting pilot field removal of derelict fishing gear to refine our methodologies and assess cost and benefit of at least 2 different types of gear removal in CBNMS. Background: We have documented significant amounts of derelict fishing gear in Cordell Bank National Marine Sanctuary. This includes long lines, gill nets, crab gear, and trawl warps entangled on the bank. Our concern is that this abandoned gear may be negatively impacting Sanctuary resources, creating artificial habitat for marine life. Since 2000, we have conducted biological assessment surveys on pre-determined transect lines in Cordell Bank National Marine Sanctuary using the a manned submersible. Transects were initially established to sample a variety of habitats with no realization that derelict fishing gear was so prominent on the bank. Since transects are fixed, we have had no opportunity to survey other areas of the bank and document the full impacts from this abandoned gear. During biological surveys, we have encountered a significant amount of gear, mostly long line gear that has snagged on the bank, and some of which flags into the water column. In 2002 alone, in surveys conducted on cobble, rock, boulder and high-relief rocky habitat on Cordell Bank, gear was observed on 90% of the transects, with an average density of one piece of gear observed every 670 linear meters. Scope of work: The objective of the sanctuary is to assess the feasibility of at least 2 alternate gear removal methods. We would like to conduct 5 days of reconnaissance and test removal operations in CBNMS utilizing at least two methods of removal including diver, remotely operated vehicle and or submersible. A field report and cost/benefit analysis will be written up by the Wildlife care network for each method tested. Gear removal work will need to be documented with a broadcast quality camera and adequately illuminated with HMI lights to ensure that damage to the bank is kept to a minimum. We would also like to document the gear removal with digital still photos for our image library and outreach purposes. Image size should be at least 5 mega pixels. The success of the operation will not hinge upon the amount of debris removed but on the ability of the contractor to test the effectiveness of various methods of gear removal; in different habitat types, depth ranges and on different fishing gear types. The habitat of Cordell Bank is varied from mud, coble, sand, boulder and very high relief rock making operations of any nature complicated. Technical ability includes evaluation of past performances with Government contracts and ability to meet the needs of Sanctuary research. The technical evaluation and price evaluation are equal in importance.
