- Description
- The proposed acquisition listed herein is a 100% Small Business Set-Aside. The Health Resources and Services Administration (HRSA) has a requirement for the Maternal and child Health Bureau (MCHB), to review systemically the goals, methods and findings from thirty (35) interconceptional (preconceptional) care four (4) year Healthy Start grants to improve the health of high risk women and their infants, and avoid future adverse pregnancy outcomes. The contractor shall: 1) outline the methodology and develop a tool approved by the Project Officer (PO) to abstract systematically key purposes, goals, objectives, methods, findings, recommendations and health education, assessment tools, and other grantee work products contained in the annual progress reports and final report submitted in hard copy to DHSPS by each of the 35 grantees; 2) outline the methodology and develop a tool approved by the PO to abstract systematically relevant key purposes, goals, objectives, methods, findings recommendations contained in the periodic progress and annual final reports submitted in hard copy by the grantees. The specific type of information abstracted from each grant shall be based on HRSA report guidance for annual and final progress reporting by grantees and on the relevant interconceptional (preconceptional) care research, intervention practices, and health services evaluations reported in peer-reviewed literature; 3) review each report provided by HRSA for the grants utilizing the approved tools to abstract key information in a consistent format; 4) develop and obtain PO approval on an outline to organize and summarize information collected during the review process into a constructive final report for HRSA that includes salient intervention practices and recommendations for dissemination of findings and tools as well as future discretionary programs to advance public health knowledge and practice in interconceptional care. Based on the approved content outline for the final report, the contractor will draft the HRSA report and identify essential information for the final report that was missing, vague and/or inconsistently reported by one or more grant programs; 5) convene a meeting with representative from the grantees for the purposes of presenting the draft report to ensure that interpretations accurately represent the work and results of the interconceptional care grants and to resolve missing, vague and/or inconsistently reported information to the extent possible; and 6) provide a final 40 to 80 page report to HRSA that summarizes the relevant interconceptional care literature, and the purpose, methods, findings, and recommendations from the synthesis of DHSPS interconceptional care grants. The anticipated period of performance is for thirteen (13) months from the effective date of contract award. The NAICS Code for this acquisition is 541990.
