Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Researc (CCR), Genetics Branch (GB) intends to procure on a sole-source basis with Illumina, Inc., 9885 Town Centre Drive, San Diego, CA 92121 for service and maintenance of an Illumina BeadStation. The period of performance will be for one year with a one year option period if exercised by the Government. The GB is engaged in the study cancer genetics and the Beadchip array analysis is an integral technique to the function of the research. By using SNP genotyping beadchips to analyze copy number alteration and loss of heterozygosity, and expression beadchips to analyze gene expression alterations, the GB is able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. Repairs to the sophisticated instrument can be quite costly with labor and parts for replacement of a single laser being in excess of $50,000. Further, moving this instrument and regular maintenance of this instrument must be accomplished by an Illumina technician or the company will rescind responsibility for support of its continued proper function. Illumina shall provide: 1) an annual preventive maintenance each year; 2) unlimited emergency repair within forty-eight (48) hours; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; 4) provide free software upgrades; 5) provide unlimited on-site priority applications support visits for ongoing training and data analysis support; and 6) shall provide one (1) system move and recertification each year. It is critical to the GB that the equipment is calibrated accurately and maintained according to the manufacturer?s specifications. Any deviation from the specifications could ruin countless hours of work, distort further studies. The internal components and mechanisms of this instrument are proprietary and Illumina is the only known source capable of fulfilling the service contract on this instrument. Updates to the operating software are solely available through Illumina, and with Illumina being the manufacturer they have unlimited access to parts and technical support. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracts office by 1:00 PM EDT (local Washington, D.C. time) on August 3, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
