BRAND NAME JUSTIFICATION: US Dept of State and other counter part agencies only have the capabilities / expertise to repair and maintain Motorola Equipment.That is what we are getting in past as per DOS contract with Motorola. We need the same equipment this time as well. It is part of Federal budget which is appropriated to INL by the DOS, hence the Foreign Operations Acts fully applies on NAS funds.
