Description
Provide Architect/Engineer (A/E) design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project 515-06-103, Replace Energy Management System, at the VA Medical Center in Battle Creek, Michigan as described follows: Scope: The medical center is comprised of approximately 1,000,000 square feet of space situated on 205 acres. This project will replace and expand the existing energy management systems at the facility. The facility is currently comprised of the following independent systems monitoring and controlling the device (called controller) Manufacturer -Robert Shaw/Siebe-576 controllers, Manufacturer-Automated Logic (B-39)-143 controllers, and Manufacturer-Johnson Controls (New B-2)-8 controllers. Type of controller include air handling unit, compressor, room/zone climate control, building steam valve, chiller, building hot water system, walkway heater, and generator. Provide system design and specifications for the guidance to replace existing energy management system, to upgrade & modify hardware & software to the existing HVAC equipment, and/or to pursue a new installation/design to correct HVAC deficiencies. The installation & upgrade are necessary to meet VA health facility engineering guidelines and to comply with VA, OSHA, NIH and related government standards. Provide system design and specification for existing medical center isolation rooms. Tasks shall include establishment of engineering requirements, control hardware & software requirements, operational & maintenance requirements. Work may include modification to the existing floor plan as well as HVAC layout/design. The project shall adapt the state-of-the-art technology with replacement parts being available in the market place as well as the availability of vendor supports & services. Existing energy management system was deployed about 15 years ago and operational platform was mostly based on Microsoft DOS operation system. Operations and maintenance have been experiencing problems with no replacement parts available in the open market place. Currently, we are required to use parts obtained from deactivated building. Construction cost range is $500,000 to $1,000,000.     Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: (1) Specialized experience and technical competence of the firm (including a joint venture or assoc.) with the type of services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; and professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations; (3) Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously; (4) Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to determine adequate performance by an A/E; (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; and (7) Use of small business consultant(s).
