- COMBINED SYNOPSIS/SOLICITATION Mark VII Eye-Safe Laser Range Finder (I) This is a combined synopsis/solicitation for a sole source commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitatio n; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number W912L2-06-T-0008. All offers for other than Mark VII will be treated as information only and will be considered for future requirements. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. (IV) This solicitation is being issued as sole source notification (see attached Sole Source Letter); the associated NAICS code is 335999. The size standard is 500 Employees. This is not a Small Business Set-A-Side. (V) This combined synopsis/solicitation is for the following commercial item: One each hand held Mark VII Eyesafe Laser Rangefinder/ Target Locater. NSN 1240-01-490-3413. (VI) Description of requirements are as follows: See Paragraph V. (VII) Place of delivery is Air National Guard Air Reserve Test Center (AATC), Tucson, Arizona, 85706. Required delivery is 12 months after award of contract (long lead time). (VIII) FAR 52.212-1, Instructions to Offerors Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to provide requirements listed at paragraphs V and VI above and provide previous contracts awarded for Mark VII Eyesafe Rangefinder as described in paragraph V. All offers for other than Mark VII will be treated as information only and will be considered for future requirements. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price shall be used to evaluate quotes. All quotes for other than Mark VII will be evaluated as informatio nal only and will be considered for future requirements. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. All offers for other than Mark VII will be treated as information only and will be considered for future requirements. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (14) (15) (16) (17) (18) (26) and (31), (c) (1) and (2). All offers for other than Mark VII will be treated as information only and will be considered for future requirements. (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Co nditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. (XIV) The Government intends to award a Sole Source Firm Fixed Priced contract resulting from this solicitation. The place of performance of this pending contract is at the Air National Guard Air Reserve Test Center (AATC), Tucson, Arizona, 85706. (XV) Quotes are required to be received no later than 4:00 pm PS T, July 30, 2006.
