Description
The U.S. Army, TACOM, Rock Island, Illinois, intends to negotiate and award a firm fixed-priced type contract for an Optical Comparator. Reference: Request for Proposal (RFP) W52H09-06-T-0470. Minimum Requirements: Optical Comparator: floor mode l (not bench model). Measuring stage with 12 Inches X 6 Inches X3 Inches travel minimum. Digital, electronic, readout capable. 2 Micrometer resolutions minimum. Electronic protractor capable of measuring 360 Deg. Automatic Edge detection. Vise blocks wi th V-Grip to hold work piece. Contractor shall provide one day of on-site Training. Quantity: 1. Delivery or Shipping by commercial carrier with standard commercial packaging is required. Required Delivery by 2006SEP30. Early Delivery is acceptable at n o additional cost to the Government and upon coordination with the Government POC. This acquisition is a 100 percent Small Business Set-Aside. This combined synopsis/solicitation (CSS) for commercial items is prepared in accordance with the format in Sub part 12.6, and as supplemented with additional information included in this notice. Proposals are requested and a separate, written solicitation will not be issued. This CSS is issued through ASFI/FedBizOps, as will any amendments thereto. This CSS he reby incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-11, Effective 05 JUL 2006 and & Class Deviation 2005-o0001. The associated North American Industry Classification System code is 334516, with a size standard of 5 00. The Defense Priorities and Allocations System (DPAS) assigned rating for this acquisition is C9e. FOB Destination: Building 131, Rock Island Arsenal, Illinois, USA. Eff ective January 1, 2005, all offerors are required to submit representations and certifications electronically via the Business Partner Network (BPN), at http://www.bpn.gov. Award will not be made unless contractor is registered. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is deemed the most advantageous to the Government. There are not any NSNs or drawings. The following factors, listed in order of importan ce, shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirements, (ii) delivery time, and (iii) price. Supporting evidence must be furnished in sufficient detail to support the validity, and demonstra te your firms ability to comply with the requirements listed above. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications- -Commercial Items, must be provided with offers. Offerors shall include a delivery schedule which meets or expedites delivery as part of their firms offer. Offerors must acquaint themselves with the new regulations contained in FAR subpart 12 and must e nsure that all Representations and Certifications are executed and returned as required in this synopsis/solicitation including name and telephone number of individuals to contact for information regarding the solicitation. CAUTION: This solicitation will be issued only through this synopsis. Tacom LCMC has established the capability to receive bids, proposals, and quotes electronical ly. Bids/proposals/quotes in response to this solicitation are required to be submitted in electroni c format. Hard copy bids/offers/quotes are not accepted. Bids submitted by electronic fax to 309-782-2047 will be accepted as these bids are considered to be electronic communication. Offers must provide sufficient evidence to determine technically acce ptability to meet the above minimum Government requirements.
