- The National Park Service plans to solicit proposals to rehabilitate the Ellis Island Historic Seawall at Statue of Liberty National Monument and Ellis Island. Ellis Island is located in both the State of New Jersey and the State of New York; however, all of the work will be performed in the State of New Jersey. Work will include performing masonry repairs and structural repairs to various portions of the seawall. Masonry repairs include cleaning and re-pointing of granite face stones, resetting of granite face stones, and repairing and replacing granite face stones with replacement in-kind material. Structural repairs include placement of concrete fill in cavities beneath seawall, placement of filter zone behind seawall, placement of geotextile fabric in all exposed seawall joints during excavation for filter placement, installation of steel sheet piles with concrete backfill, wall underpinning with micro-piles, anchor replacement, placement of concrete beam along top of wall and battered micro-piles, placement of new concrete wall along back face of existing wall, and repair of broken and cracked concrete. The electronic Request for Proposals will be issued approximately August 9, 2006. The solicitation package will be available on the Department of Interior (DOI), National Business Center (NBC) website at http://ideasec.nbc.gov. No paper copies of this solicitation will be available. No phone requests will be accepted. Prospective offerors must register on the NBC website to obtain a copy of this solicitation and to receive an electronic notification of any amendments. This service is provided for convenience only and does not serve as a guarantee of notification. Offerors are responsible for visiting this website periodically. No other notifications will be issued. The solicitation package will contain the price schedule, specifications, drawings, evaluation criteria for the selection of a contractor and notification of the pre-proposal site visit. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. The specifications and drawings will be available in Adobe PDF format. A negotiated firm-fixed-price contract will be awarded requiring submission of a technical proposal and a price proposal. Proposals submitted must demonstrate the following as part of the technical capability: 1. experience in reconstruction and treatment of historic bulkheads; 2. familiarity with submerged construction and performing dry repairs using cofferdams; 3. knowledge of masonry block repair on historic structures; 4. understanding of and experience with a complex assortment of historic structural foundation systems; 5. prior experience in managing operational constraints such as adverse daily and seasonal weather conditions, deep water, effects of tides, currents and waves, and working afloat. The available funding for this project is $6,772,000. Time for completion is 365 calendar days. It is anticipated that the notice to proceed will be issued in October 2006. A contract for this work will not be awarded unless all of the necessary permits have been obtained by the Government. Outstanding permits include a federal consistency determination from the State of New Jersey, and permits from the U.S. Army Corps of Engineers (COE) which includes two nationwide permits and a Section 10 permit. It is anticipated that all of the necessary permits will be obtained sometime in September 2006. The intent is to award this project at a single lump-sum price. Award determination will be based on the lowest price technically acceptable selection method. This project is being solicited using full-and-open competition and is open to both large business concerns and small business concerns.
