Description

The Government intends to issue a sole source, firm fixed price contract to Synergy Construction, Inc., Woodinville, WA for the repair of water damaged interior and exterior walls, windows, flooring, and other incidental related work in Building 50. Building 50 has been approved for transfer to the City of Bremerton as part of a real property transfer authorized by separate, special legislation, with the City of Bremerton providing appropriate, already determined consideration. Synergy Construction, Inc., under a City of Bremerton competitively awarded contract, is currently renovating and making other improvements to the building. Award of a Government construction contract to a contractor other than Synergy Construction, Inc., will result in significant physical crowding and a substantial duplication of costs. The anticipated contract term is 60 days. The acquisition will be processed in accordance with FAR Part 15. The Government believes only one responsible source can satisfy the agency requirement. The sole source justification authority is FAR 6.302-1. This notice is not a Request for Proposal for competitive proposals. Interested firms may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:00 p.m. local time on August 9, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement using full and open competitive procedures. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Solicitation N44255-06-R-8004 will be issued to Synergy Construction, Inc. on August 10, 2006 with a response due no later than September 11, 2006.
