- This procurement is full and open competition and contains a 10 percent HUBZONE Price Evaluation Preference. The Naval Surface Warfare Center (NSWC) has a requirement for a Simultaneous DSC/TGA/MS with data systems/library, which is an analytical laboratory instrument to measure both weight (TGA) & heat flow (DSC) changes as a function of temperature/time from ambient to 1500?C. All Navy energetics require such thermal testing. Higher temperatures available via the SDT (1500?) relative to DSC (700?) increase the number of materials that can be fully analyzed, including nano metal powders. MS coupling identifies evolved gases elucidating decomposition mechanisms for synthesis and/or forensic investigation. This commercial acquisition will be accomplished in accordance with FAR Parts 12 and 13. The applicable North American Industrial Classification System (NAICS) code is 334513. The FSC code is 6625. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (EPS) site at www.ih.navy.mil/contracts or www.fedbizops.gov. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. All prospective offers must have a Commercial and government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. In accordance with FAR 5.207, all responsible sources may submit a proposal, which shall be considered by the Agency. This notice does not obligate the Government to award a purchase order; it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation costs.
