Description
The purpose of this ammendment is to change the 100% small business set aside to unrestricted (the non-manufacturer rule applies). ================================================================== The government intends to issue a Firm Fixed Price request for quotes (RFQ) for services (including labor) and materials for the installation of a complete fire suppression system into three separate computer rooms. The fire suppression system will be in support of data facilities with Automated Data Processing Equipment (ADPE) installed with existing fire alarm indicators. There will need to be site surveys conducted. The approximate sizes of the three rooms by volume are as follows: 3696 ft3, 4054 ft3 and 1200 ft3, respectively. Systems shall use the Brand name Fenwal FM ? 200 suppression systems, manufactured by Fenwal Protection Systems, 400 Main Street, Ashland, MA 01721 or an equal product/agent to negate hazards and facility restrictions of Halon and provide suppression without damaging APDE. The system should be able to tie into existing fire alarm for indicators only and incorporate both visual and audible alarms. Systems should be equipped to shut down HVAC systems to each of the three rooms. Systems should use multiple types of sensors such as heat, particulate and smoke etc., and require detection of more than one before beginning discharge countdown. The systems should afford the opportunity to prevent discharge of the fire suppression agent after detection/countdown. Systems should also include complete drawing packages and an option for an annual maintenance contract. Said maintenance contract should incorporate design, installation and testing costs. All designs must be approved by base installation Fire Marshall prior to providing any proposals. Work will be performed in the (Hampton Roads) Norfolk, Virginia area. The proposed RFQ N00189-06-T-0339 will be posted on or before 19 July 2006 with a response date of 2 August 2006. Potential offerors are encouraged to participate in the site visit. The required installation date is 9 August 2006 until completion. The North American Industrial Classification System (NAICS) code is 238210. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or at http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that the prospective awardee must be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack of registration in the CCR database will make the offeror ineligible for award.
