- Marine Corps Systems Command intends to issue a competitive solicitation for waterproof, breathable, corrosion inhibiting protective equipment covers in support of Program Manager, Fire Support Systems. The protective equipment covers (PECs) are intended for use with the M-777 155mm and M-198 155 mm howitzers and may include options for the Amphibious Assault Vehicle (AAV), the High Mobility Artillery Rocket System (HIMARS), and the Expeditionary Fire Support System (EFSS). The proposed contract will be an Indefinite Delivery (ID) Firm Fixed Price (FFP) commercial contract. These PECs must be made of a material that is waterproof, breathable, and corrosion-inhibiting. The material shall be fire retardant, stowable, and will not degrade in performance after six months of use in the operating environment while remaining flexible and easy to install/remove. All proposals will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Items. Award will be made on the basis of the following factors, listed in order of importance: technical performance, price, delivery schedule, and past performance. Proposals shall include testing documentation to show that the protective covers have met or will be able to meet the above minimum requirements. Offerors may submit product literature in place of a technical proposal. Price proposals shall be structured using the Schedule of Supplies/Services in the solicitation. Prices must be FFP and include shipping in the unit price, as all items will be FOB destination. Include a summary of similar corporate experiences (projects or contracts) obtained within the last five years together with contract numbers and applicable government technical points of contact with current telephone numbers. Relevant past performance consists of requirements of the same or similar size, scope and complexity as listed above. The provision at FAR 52.212-1, Instructions to Offerors?Commercial, will apply to this acquisition. The solicitation will be released on or about 3 A ugust 2006.
