Description
NASA/MSFC has a requirement for the performance of services provided under the Materials Testing in Aerospace Environments (MTAE) effort at Marshall Space Flight Center (MSFC) for a period of up to 12 months. NASA/MSFC intends to purchase these services from Integrated Concepts Research Corporation (ICRC), who is currently performing the MTAE effort at MSFC. These services are required until such time that NASA can conduct an 8(a) competitive follow-on procurement. This action is pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or service will satisfy Agency requirements for this period. Competition is impractical at this time for the following reason: The Government anticipates competing a future acquisition using competitive 8(a) procedures. The current effort will serve as a bridge between the existing effort and the future competitive acquisition. Continuation of the work performed by ICRC under this contract is critical to the success of both NASA and MSFC. It is crucial that the effort remain uninterrupted, as a break in the current contract would impact critical testing for hardware for Shuttle Missions. Accordingly, it is in the best interest of the Government for ICRC to continue to perform this effort until such time that a follow-on contract for this requirement can be awarded under a competitive process. Award must be made by September 1, 2006, in order to maintain continuity of services. The Government does not intend to acquire a commercial item using FAR Part 12. (See Notes 26 and 22.) Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 8, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
