Description
Sources Sought No. W912HY-06-S-0007 Project Title: Port Arthur, Texas, U.S. Coast Guard Boat Basin in Jefferson County, Texas, Shoreline Erosion Protection. The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business Administration (SBA), Certified 8(a), Small Disadvantage Business, Hubzone Small Business, and Service Disabled Veteran-Owned Small Bu siness firms relative to the North American Industry Classification Code (NAICS) 237990. The Small Business Size Standard is $31.0 Million. To make an appropriate acquisition decision for the above project, the Government will use responses to this sourc es sought synopsis and possible future projects as determined to be in the best interest of the Government. The estimated price for this requirement is between $250,000.00 and $500,000.00. NOTE: (1) If the decision is to Set-Aside this procurement for Service Disabled Veteran-Owned Small Business, the contractor shall be required to perform in accordance to Federal Acquisition Regulation (FAR) 52.219-14 Limitation on Subcontracting (b) ( 3) states The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. NOTE: (2) If the decision is to Set-Aside this procurement for Hubzone Small Business, the contractor shall be required to perform in accordance 13 Code of Federal Regulation (CFR) SUBPART 126.700. (a) A qualified HubZone SBC receiving a HUBZone contrac t for general construction must perform at least 50% of the contract either itself, or through subcontracts with other qualified HUBZone SBCs. Project Information: The work consists of Surveying, shaping, and grading to place riprap and blanket stone for shoreline protection. The Contractor shall provide Performance and Payment Bonds within five (5) days after award. The Contractor shall begin w ork within fifteen (15) calendar days after acknowledgement of the Notice to Proceed. Completion Time for this project is 90 Calendar Days. If the Contractors fail to complete the work within 90 calendar days, the contractor shall pay liquidated damages to the Government in the amount $1,061.00 for each calendar day of delay until the work is completed or accepted. State if your company is a Certified 8(a), Small Disadvantaged Business, Hubzone Small Business, or Service-Disabled Veteran-Owned Small Business. 3. State whether your firm can provide a Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount.) 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for Certified 8(a), Small Disadvantaged Business, Hubzone Small Business, or Service-Disabled Veteran-Owned Small Business. 5. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience and technical competence in: CLEARING AND REMOVAL OF DEBRIS, SITE LAYOUT AND GRADING, PLACEMENT OF BLANKET STONE AND RIPRAP, AND EXCAVATING AND PLACING SUITABLE MATERIAL TO REPAIR SINK HOLES. The evaluation will consider overall experi ence. Provide documentation for your firm on past similar efforts as a prime contractor. 6. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent up to five projects that prove you can meet each qualification criteria listed above, with contract number, project location, description of work requirements, contact and phone number for each effort, etc. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Proof of the Small Business Administration (SBA) registration 8(a) and Hubzone shall be provided with this response. Firms responding to this sources announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
