- ANSWERS TO QUESTIONS POSED IN RESPONSE TO RFQ HSFEEM-06-Q-0040 QUESTION #1 ? Who developed the original course(s)? ANSWER #1 ? The original course was developed about 24 years ago, probably by either IMR or Triton, since those were the two companies involved in EMI?s original course development efforts. There are no contractual records from that many years ago. QUESTION #2 - What is the estimate of the percentage of revisions required for the course (the current IEMC/All Hazards Preparedness and Response course is listed as 4 ? days (36 hours). There are 7.5 hours of new units/exercises identified in the solicitation, roughly 10%)? Will the remaining revisions equal 50% or more of the course? ANSWER #2 ? The course length now is four (4) days (32 hours, Monday through Thursday) and should have two (2) exercises about two (2) hours each for Tuesday and Wednesday and a 3 ? - 4 hour response exercise for Thursday. QUESTION #3 ? The RFQ states that step three will be to ?Conduct a Focus Group Meeting.? Will the contractor and non-contractor participants of the focus group be authorized lodging on the NETC Campus? ANSWER #3 ? Contractor staff is always provided lodging on the NETC Campus IF there is space available when they are required to be at NETC for work. Section A.5 of the RFQ package indicated that NETC housing would be made available to contractor staff (refer to that clause). QUESTION #4 ? Step Nin states that the contractor will ?Participate in the Evaluation of Pilot offering.? Does the government intend to conduct only one (1) Pilot offering of the course? Does the government want the contractor to provide the instructor(s) for the Pilot offering? ANSWER #4 ? One Pilot offering is intended. EMI will secure the adjunct faculty for the Pilot offering. The contractor shall supply 1 ? 2 people to participate in the Pilot offering. QUESTION #5 ? Will the government consider using computer-generated simulations as part of the exercises? ANSWER #5 ? No. EMI wants to use the standard type of IEMC exercise. QUESTION #6 ? Will the contractor be expected to submit the course materials for American Council on Education (ACE) review/evaluation? ANSWER #6 ? No, this will be done by EMI. QUESTION #7 ? What is the due date for receipt of proposals? ANSWER #7 ? As stated in Block #10 of the Standard Form 18 (SF18), the due date for receipt of quotes (not proposals) is Friday, August 4, 2006, 12:00 Noon, local time. Again, these are NOT proposals. Award will be a purchase order not a contract. QUESTION #8 ? Does the government request the pricing breakdown to be contained in a separate volume from the technical response? ANSWER #8 ? Yes. Refer to Section A.7 of the RFQ package for Quotation Preparation Instructions. QUESTION #9 ? What is the preferred method of proposal delivery, hard copy or electronic submission? If electronic, please provide the email address for submission. ANSWER #9 ? Electronic submission is acceptable. The address is teresa.dingle@dhs.gov. Quotes are due by August 4, 2006, 12:00 Noon, Local Time.
