- Notice of Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns: (a) The proposed contract is 100% set aside for award to service-disabled veteran-owned small business concerns. Offers or quotations from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. (b) Definitions. As used in this provision: "Service-disabled veteran-owned small business concern" (1) Means a small business concern (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). The VAMC Lebanon intends to award a construction contract for "Building-1, New Entrance". Work shall include provision of all labor, materials and any other items necessary to renovate the entrance on the south end of Building 1, at the VA Medical Center, Lebanon, PA. Work will include but not be limited to site work including roads, parking spaces, sidewalks and site lighting. Architectural work will include new entrances, doors and finishes. Structural work will be required for the new entrances. Lead paint and asbestos abatement work will be included. Piping work will include service main relocations, toilet room piping and sprinkler work. Mechanical work including ductwork renovations and fan coil unit installation are also part of this project. Electrical work includes branch circuits and service upgrades, fire alarm and toilet room nurse call work. All work will be in strict compliance with all applicable codes and VA regulations. This will be a firm-fixed price contract. NAICS Code is 236220, Commercial and Industrial Building Construction with a small business size standard of $31 Million. Estimated construction cost is $500,000 to $1,000,000. IFB will be available on or about 9 August 2006. IFB_s will be mailed to interested vendors based on a written request to Brenda.Delawder@va.gov . A pre-bid conference will be held, date to be determined at a later time. This solicitation is subject to availability of funds.
