Description
Electronic Systems Center is seeking sources to procure 38 ruggedized military transit cases and custom design cushions inside the transit cases to allow for the storage of test equipment Test equipment will not be provided. The dimensions and weight of the test equipment will be provided, as well as marking information for the outside of the cases. Transit case(s) shall be Pelican, Zero, loadmaster model or similar, color black, with custom cushion and no wheels/casters. Transit cases shall have a pressure equalization valve with environmental seal, quarter turn recessed fasteners, and recessed handles. Handles will have a rubber grip that rotates on the bail in compliance with MIL-STD-1472, Human Engineering Design Directive. The preferred design for seated hardware on a transit case is the use of fasteners instead of POP rivets that enable the warfighter to replace damaged hardware in the field. Transit cases shall be modular and can interlock with any other case. All cases should be capable of being stacked five high on a pallet. A transit case weighing more than 80 lbs needs to have a label stating that two persons are required to lift. Equipment loaded into the transit case shall have a center of gravity that is no more than one inch from its geometric centerlines Items stored in the transit cases will be inventoried; case shall include those items needed to place and protect a written inventory on the inside (bottom) of the transit case cover. Transit cases shall have the proper identification stenciled on the outside. Identification markings are in the MACS word document. Example: OPS Boxes 1- 9, PAR Boxes 1 ? 2, and ASR Boxes 1 ? 8. Stencil should be white and about 4 ? 5 inches in size. The contractor needs to be able to deliver transit cases within 60 days from date of contract. Military Specifications: All transit cases will meet all of the performance requirements of Air Transport Association 300 and MIL-T-28800 for Style A, G, P & T containers. This includes compliance with transit drop, vibration, and loose cargo tests conducted in accordance with MIL-STD-810. Shock: MIL-STD-810 Method 516, Procedure II. 30 g at 11 ms. Transit Drop: MIL-STD-810 Method 516, Procedure IV from a height of 122 cm (48 inches). High/low temperature -49? (-55? F) to 185? C (185? F) Relative humidity: 0% to 100% condensing or non-condensing Altitude 12190 meters (40,000 ft) Rain tight: MIL-STD 810 Method 509 Ultraviolet (UV) Radiation: All plastic components should include UV inhibitors to minimize the effects of long term exposure to direct sunlight. The cases should comply with MIL-STD-810 requirements for resistance to solar radiation. There are neither assembly drawings nor pictures provided to assist in this effort. The Government intends to provide documents listing test equipment demensions and weight, and which pieces of test equipment will be stored into a transit case. Interested firms should respond with a qualification package indicating their specific capabilities for the following: 1) Prior experience in customizing ruggized transit cases for military use. 2) Access to experienced packing engineers for equipment and environmental conditions expected to be encountered; 3) Experience designing custom cushions to fit into ruggized transit cases. 4) Experience ruggedizing commercial-off-the-shelf equipment capable of being utilized, post-ruggedization, in worldwide deployment conditions; 5) Have resources available to include experienced packers to insure assembly completion within 60 days of contract receipt. Pricing information is requested for planning purposes: respondents should provide information regarding the cost of the transit cases, the cushioning, shipment of transit cases to Tinker AFB OK from your location; and a two year warranty. All interested firms are requested to submit their statement of qualifications, along with any supporting documentation to 853 ELSG/PK, 75 Vandenberg Drive, Hanscom AFB, MA 01731-2103, Attn.: Mrs Cathy Schoonover, Contracting Officer. Responses should be received not later than 15 days after the date of this publication, and should not exceed ten (10) pages. This synopsis neither constitutes a Request for Proposal, nor does it restricts the Government as to the ultimate acquisition approach, and should not be construed as a commitment by the Government for any purpose. Attachment 1 lists the test equipment and demensions required to fit into each transit cases.
