Description
On or about 29 August 2006, the US Army Engineer District, Alaska will issue a Request for Proposal for the Design and Construction of Replacement Family Housing  Cottonwood Park at Fort Richardson, Alaska using the Best Value approach. Offerors ar e advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal prepa ration costs will be borne by the offeror. Description of Work: This project is the Replacement Family Housing at Fort Richardson,.Anchorage, AK. Project provides for whole neighborhood revitalization by construction of 57 enlisted family quarters in Co ttonwood Park to replace inadequate units which will be demolished to provide site for this construction. Construction consists of variously configured multi-unit, two-story buildings, which are factory built/manufactured and/or conventionally on-site con structed houses built to current standards. Project will provide all equipment and appliances for functional living units and will include upgrades of associated neighborhood amenities and support infrastructure. Three units will be made easily adaptable to accommodate the requirements of the handicapped. The objective of the project is to provide a state-of-the-art family housing for officers and enlisted personnel that will meet current requirements. Award will be based on the Best Value approach cons idering non-price evaluation factors and price. Solicitation is an 8(a) Competitive restricted to Alaska and Region 9 and Region 10. Contractors shall have experience working in remote areas and artic regions. Contractors shall comply with DFARS 252.222 -7000  Restrictions on Employment of Personnel (MAR 2000) The Davis Bacon Act applies to this solicitation. NAICS code for this project is 236116, Size Standard is $31.0 M. The proposed acquisition will result in a fixed-price contract. The estimated d esign and construction cost for this project is between $15,000,000 and $40,000,000. Contractors Quality Control will be a requirement for this project. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joi nt ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registratio n in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-7004, Required Central Contractor Registration). This solicitation will be available in electronic format only on the Federal Technical Data Solutions (FedTeDs) websi te in electronic format at https://fedteds.gov. This system has replaced the Alaska District Electronic Bid Sets (EBS) website. Plans and specifications will not be provided in a printed paper format; however, the Governme nt reserves the right to revert to paper medium when it is determined to be in the Governments best interest. All proposal forms, bonds, and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium for the proposal submittal documents is not allowed. The site visit and pre-proposal conference date is to be determined.
