Description
STEWARDSHIP CONTRACT: The Bureau of Land Management intends to enter into stewardship contract projects with private persons or other public or private entities to perform services to achieve land management goals on approximately 700 acres of public lands that meet local and rural community needs. The purpose of the Two Tail Peak Stewardship Project is to improve and sustain forest health by making the forest stands on public lands administered by the Bureau of Land Management in the Two Tail Peak area more resilient to insects & disease and reducing the potential for high intensity wildland fires. Introduction/Background: This is a Stewardship Contract Project. Section 347 of Public Law 105-277 (as amended by Section 323 of Public Law 108-7) grants the Bureau of Land Management (BLM) and the Forest Service (FS) authority until September 30, 2013, to enter into stewardship contracting projects (stewardship projects) with private persons or public or private entities, by contract or by agreement, to perform services to achieve land management goals for the national forests or public lands that meet local and rural community needs. The Bureau of Land Management intends to enter into stewardship contract projects with private persons or other public or private entities to perform services to achieve land management goals on approximately 700 acres of public lands that meet local and rural community needs. Scope of Work: Treatment actions taken under this stewardship contract will reduce both stocking levels, restore species composition to species that are more resistant to fire, insects & disease, and reduce fuel loading of forest fuels. This will be accomplished by the Contractor identifying leave trees and removing excess trees, diseased trees, trees infested with insects, and dead & dying trees that currently are creating ground and ladder fuels. Shrubs, brush, and non-merchantable excess trees shall be slashed by the Contractor and the resulting fuels will be either treated by the Contractor mechanically through mastication or prepared for prescribed burning. Areas, identified by the Government will be reforested by the Contractor with seedlings provided by the Contractor. The Contractor shall complete road renovation, culvert removal and installation, gate construction and installation, road maintenance, dust abatement, and soil stabilization work. The Contractor shall also provide additional confer seed to be placed in the BLM's seed bank. Desired End Result: The purpose of the Two Tail Peak Stewardship Project is to improve and sustain forest health by making the forest stands on public lands administered by the Bureau of Land Management in the Two Tail Peak area more resilient to insects & disease and reducing the potential for high intensity wildland fires. Silvicultural treatments would guide these stands toward their historic species mix, stocking levels, and structure and diversity making them more resistant to wildfire and insect/disease attack. The remaining stand on public lands will be dominated in the future by large diameter long-lived seral species consisting primarily of WL, PP, and DF. Historically this type of forest structure and composition was maintained by mixed severity wildfire which has been eliminated by fire suppression. The actions taken under this stewardship contract will protect the timber and natural resources on public and private lands, increase opportunities to suppress wildland fire, reduce the effects of wildland fire to the adjacent private land improvements, and increase the safety of the public and fire fighters during a wildland fire.
