Description

The U.S. Bureau of Reclamation is issuing a solicitation to obtain sealed bids on a construction type, firm-fixed price type of contract. The work consists of modifying an existing pumping plant C4.4B to prepare for control and monitoring from a future centralized Supervisory Control and Data Acquisition System (SCADA). The work consists of removing the existing outdoor plant control lineup with the associated concrete slab, installing new foundation and control building, installing new control equipment, and interfacing to the existing plant equipment and pumping units. The work is located 10 miles south of Bloomfield, New Mexico, in San Juan County. The work shall be completed in two phases. The first phase shall consist of providing and receiving approval of required submittals, purchasing, manufacturing, and storing contract equipment and structures. Phase 2 work shall consist of installing and testing the equipment and structures provided in Phase 1 at the pumping plant. Phase 2 work shall not start until Phase 1 work has been completed and in no case shall it start until after the 2007 irrigation season ends (November 1, 2007). The contractor shall have all work completed prior to March 1, 2008. A prebid conference and site tour will be held commencing at 9:00 A.M. on August 24, 2006 at the Bureau of Reclamation's Farmington Construction Office, 2200 Bloomfield Highway, Farmington, New Mexico. It is anticipated that the conference and tour will last about 4 hours. Transportation will not be provided for the tour. The area of the site tour is accessible by two-wheel drive vehicles. Pre-notification is required and participants should be at the Reclamation office by 9:00 a.m. on the tour date. For the purpose of determining the correct labor rates, all work under this solicitation shall be considered to be heavy construction. Work under this solicitation will be performed under NAICS Code 237990. Approximate date of solicitation issuance is August 10, 2006.
