Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 and as described in FAR 13.5 Test Program for Certain Commercial Items. This announcement constitutes the request for quote for the required item under N6279306RC12516. A subsequent solicitation document will not be issued. FISC Norfolk intends to purchase Shipboard Laundry Equipment for the USS CARL VINSON (CVN-70). A detailed description of the contract line items (CLINs) considered brand name or equal are as follows: CLIN 01:Supply and deliver, FORENTA Model 53VAN Utility Press, Qty 10. General Utility Press; Laundry, Naval Shipboard; Type 1, steam heated, conforming to CID A-A-59363; Pipes, fittings, and parts that are pneumatically operated shall be rated for an air working pressure of not less than 65 psig. Rigid frame with heated head and buck, and integral work table; Head and buck shall conform to ASME Boiler and Pressure Vessel Code, Section VIII for shipboard use. The head shall be movable and spring counterbalanced. The press shall require two-hand operation and be equipped with a safety release bar. Press head shall not lock down onto any object larger than ? inch thick. A shock absorber, or similar mechanism, shall be provided to permit checking of the head to a smooth, silent stop but not to interfere with rapid opening or closing of the head. Means shall be provided for adjusting and aligning the head to conform to varying thicknesses of goods being pressed. Head and buck shall be rated for saturated steam at a working pressure of 100 psig. All exposed flexible steam hoses shall be sheathed with insulating material to prevent burn hazards to personnel. The unit shall pass or shall be provided with a means of disassembly so that it can pass through a shipboard access measuring 26 x 66 inches in diameter with 8-inch radius corners. Limiting dimensions for each major subassembly shall be 25 inches wide by 36 inches deep by 50 inches high. The buck shall be covered with a preformed corrosion-resisting woven metallic pad which shall be covered with double face nylon flannel and tailored heat-resisting non-flammable, nylon-polyester blend cover cloth having a draw string and retaining springs where necessary. In addition, a non-asbestos insulation material shall be placed between the woven metallic pad and the heated buck surface. CLIN 02: Supply and deliver, FORENTA Model 3516VSN Topper Press, 5 each. Pants Topper Press; Laundry, Naval Shipboard; Type 1, steam heated, conforming to CID A-A-59363; Pipes, fittings, and parts that are pneumatically operated shall be rated for an air working pressure of not less than 65 psig. Type 1, steam heated; 80-LB capacity; 440-volt, 60 HZ, three-phase as defined in DOD-STD-1399, Section 300 and shall have provisions for making direct connections for electric power and for equipment grounding. Diagnostic Microprocessor controlled; Standard Navy Shipboard color, conforming to CID A-A-59364. The tumbler-dryer shall be reversing, open end, once through, end loading machine, constructed so that the heated air does not circulate back through the cylinder. Components shall be arranged so that side clearance shall not be required for installation or maintenance. This dryer shall adequately hold a load of cotton cloth not less than 80 lbs dry weight. The entire unit shall be enclosed in a housing finished for corrosion resistance. The housing enclosing the machine shall be tight except for the inlet, outlet, access plate, and door openings. When I place, doors and access plates shall be tight fitting. Doors or access plates shall be provided and shall be sized to ensure adequate accessibility for maintenance and repair of the unit. The unit housing shall encase the insulation with internal stiffening members. The interior surfaces shall consist of a smooth-to-the-touch finish and shall preclude lint buildup. Temperature settings shall be adjustable, and a temperature indicator shall be provided. A thermostatic control, which operates the steam solenoid valve, shall maintain temperatures within +/- 10F. An indicator light shall be provided in the vicinity of the control panel and activate while the steam solenoid valve is energized. In addition to the primary thermostatic control, a back up high limit heat sensor shall be located in the lint chamber below the cylinder which shall interrupt steam flow should the cylinder temperature exceed 215 F +/- 10F. Reset shall be accomplished automatically. Also, the steam solenoid coil shall be interlocked with the fan motor contactor which shall interrupt heating in the event of fan motor failure. A timer with a range of 0 ? 60 minutes and an indicator light shall be provided. Immediately following the drying cycle, heating shall stop and a cool down cycle shall be automatically activated until the cylinder temperature drops to 135F. An indicator light shall be provided in the vicinity of the control panel and activate during the cool down cycle. An audible signal shall energize at the end of the cool down cycle and shall continue until manually turned off. The sweep sheets shall be corrosion resistant and cylindrical in shape. An insulated loading door shall be provided at the front of the housing. It shall be of the same material as the housing and shall be durably hinged. The door shall be provided with a handle and a means of latching when it is closed and when it is opened to a minimum of 135 degrees from the closed position. Magnetic devices shall not be used. An electric interlock shall be provided to prevent any rotation of the cylinder when the door is in the open position. The latching mechanism shall allow a person trapped within the cylinder basket to push the door open. An opening shall be provided for exhausting air after passage through the tumbler and filter. The opening shall be provided with an exhaust duct for connecting to the ship?s ventilation system. A box shall be provided with a corrosion resistant wire mesh screen through which all exhaust air shall flow. The screen shall be installed between the cylinder and the fan. The screen shall be accessible, cleanable, and removable from the front of the tumbler-dryer. The screen size shall be a number 14 wire mesh or equivalent. An access door shall be provided with a keyless handle to provide quick and convenient access to the lint screen. Steam heating coils shall be suitable for a steam pressure of 100 psig and provided with 1-inch female taper pipe thread size inlet and outlet connections. The heating unit shall be in accordance with ASME Boiler and Pressure Vessel Code, section II and VIII. The outer housing, door and other components contacted by the operator shall be insulated from internal heat sources so that not more than 15 percent of the surface of the outer housing exceeds a temperature of 35F above the ambient air temperature. The unit shall pass or shall be provided with a means of disassembly so that it can pass through a shipboard access measuring 26 x 66 inches with 8-inch radius corners and reassembled within the ship without hot work such as brazing and welding. The cylinder basket shall be perforated hot-dipped galvanized sheet steel in accordance with ASTM A123, or other materials with equal or better corrosion resistance, strength and heat strength characteristics. CLIN 04: Supply and deliver, CISSELL Model M20E Tumbler/Dryer, 2 each. Type 1, steam heated; 20-LB capacity; 440-volt, 60 HZ, three-phase as defined in DOD-STD-1399, Section 300 and shall have provisions for making direct connections for electric power and for equipment grounding. Diagnostic Microprocessor controlled; Standard Navy Shipboard color, and conforming to CID A-A-59364. Preparation for Delivery (commercially packaged items) Preservation, packaging and packing shall be in accordance with ASTM-3951-90, ?Standard Practice for Commercial Packaging.? Prohibited Packing Materials The use of asbestos, excelsior, newspaper or shredded paper (all types including waxed paper, computer paper and similar hydroscopic or non-neutral material) is prohibited. In addition, loose fill polystyrene is prohibited for shipboard use. Marking of Shipments (commercially packaged items) Marking shall be in accordance with ASTM-3951-90, ?Standard Practice for Commercial Packaging.?
