- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number TIRNO-06-Q-DCF00 is issued as Request for Quotation (RFQ) with evaluation and award prescribed in FAR Part 13 ?Simplified Acquisition Procedures.? This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09. This procurement is unrestricted. The associated North American Industry Classification System (NAICS) code is 721110 and the small business size standard is $6 million. The award will be made to one offeror who fully meets the requirements for providing 660 sleeping rooms ? (310) rooms on 8/21/06 and (370) rooms per night 8/22/06 ? 8/24/06 (reserved and guaranteed at prevailing government rate; individually paid by IRS employees/guests) and conference facilities to include general meeting room, breakout rooms and audiovisual equipment as specified below for the Internal Revenue Service (IRS), Small Business and Self Employed (SB/SE) Leadership Conference. The conference will be held August 22-24, 2006 in the Washington, DC metropolitan area. Hotel shall provide a quotation for the following contract line item number (CLIN): CLIN 001: one (1) general meeting room with standard table and chairs to accommodate up to 500 participants (crescent rounds of 6) for one day (8/22/06); CLIN 002: One (1) breakout room with standard table and chairs to accommodate up to 200 participants each (rounds of 10); two (2) breakout rooms with standard table and chairs to accommodate up to 150 participants each (rounds of 8); three (3) breakout rooms with standard table and chairs to accommodate up to 60 participants each (rounds of 8); five (5) breakout rooms with standard table and chairs to accommodate up to 25 participants each (rounds of 8); twenty-four (24) breakout rooms with standard table and chairs to accommodate up to 15 participants each (rounds of 8) for two days (8/23/06 - 8/24/06); Breakout rooms may be separate rooms or manufactured within the main conference space through the use of moveable walls; CLIN 003: State-of-the-art audiovisual equipment (inclusive of service charge) for the main meeting room and breakout rooms: (1) Stage Wash (Basic), to include 6 Channel Dimmer Power Pack, Source Four Ellipsoidal 26 Degree, Edison (m) Slip (f) Adapter, 100? 5 Pin Control Cable, A/C 50? Single; (1) VHS Player; (1) DVD Player; (1) Digital FX Switcher ? Folsom Image Pro; (5) Podium Microphones; (6) Table Top Microphones; (3) Wireless UHF Lav Transmitters; (8) Wireless UHF HH Transmitters; (1) CD Player; (1) 12 Channel Mixing Console; (1) 31 Band Stereo Equalizer; (45) Running Feet of Drape; (1) Wireless Air Mouse; (1) Projection Presenter Package to include 2 Small Adjustable Roll carts, 2 Ballroom Projectors, 2 Fast fold Screens 10.5 x 14, 2 A/C 25? Single, 2 VGA Cable 25?, 2 Power Strips; (9) Projection Presenter Support Packages, each to include: 1 Small Adjustable Roll cart, 6? Tripod Screen, A/V 25? Single, 25? VGA Cable, Power Strip; (42) Flip Chart Stands; (1) High Speed Internet; (1) Image Magnification Unit; (1) Technician for three (3) days (8/22/06 ? 8/24/06). The meeting rooms must be available for use twenty-four (24) hours per day. The conference facility must be within walking distance of a Washington DC metro station. The conference facility and lodging must be housed in the same facility. MANDATORY REQUIREMENTS: To be eligible for award, the hotel must meet the following mandatory requirements: (1) Hotel must be compliant with Hotel/Motel Fire Safety Act of 1990, 15 U.S.C. 2201 et. Seq (Public Law 101-391) and must hold a FEMA Certification Number (http://www.usfa.dhs.gov/applications/hotel/); (2) the facility must be compliant with the American with Disability Act, 42 U.S.C. Section 12101 et.se (ADA); (3) the facility must have one of the following quality ratings: First class or higher per OAG Business Travel Planner; or Three diamonds or higher per AAA; (4) Contractor must be registered in Central Contractor Registration (CCR) System (www.ccr.gov) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation; will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Ability to accommodate conference and lodging during the required timeframe; 2) Past performance ? Offeror must provide three (3) references of same/similar conference size that the Government may contact; and 3) price. The provisions at FAR 52.212-1, Instructions to offerors ? Commercial, and FAR 52.212-2, Evaluation ? Commercial Items, apply to this acquisition. Offerors shall include a fully executed copy of FAR provisions at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with their offer. FAR Clauses 52.212-4, Contract Terms and Conditions ? Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order ? Commercial Items applies to this acquisition. Per 12.603(b) the SF 1449 is not used.
