- ORLEANS PARISH, LOUISIANA <u><CENTER>LAND NEEDED</CENTER></u> U.S. GOVERNMENT, through the FEMA Group Site Acquisition Process (GSAP)seeks parcels of cleared land for approximately 18,000 temporary housing units for individuals and households displaced from their permanent residences by Hurricane Katrina. REQUIREMENTS: The Federal Emergency Management Agency (FEMA) Group Site Acquisition Process (GSAP) has a Federal Business Opportunity (FedBizOpps) advertisement for parcels of land. FEMA is seeking expressions of interest from owners of vacant parcels of land within the Parish of Orleans in Louisiana. General Services Administration (GSA) will enter into a lease contract on behalf of FEMA with owners whose parcels of land are technically acceptable for the intended use of the Government. The intended use of the leased land is to provide approximately 18,000 temporary housing units to individuals and households displaced from their permanent residences by Hurricane Katrina. Louisiana Housing Task Force, a division of FEMA, is implementing a federal program to develop and operate temporary housing sites in the referenced Louisiana Parish. The selected sites will be developed, maintained and operated by qualified contractors. The Louisiana Housing Task Force Program is a joint state and federally operated plan for temporary housing assistance. FEMA intends to lease only the land that is determined to meet all the governmental technical requirements. The determination of technical acceptability is made by the GSA Contracting Officer. The GSA Contracting Officer will use technical criteria provided by FEMA program officials, other federal agencies guidelines and technical contractors who are responsible for construction, operation and maintenance of the sites in making a determination. The determination process is two-phased. The first phase will use the criteria listed in this ad to determine if expressions of interest meet the minimum criteria for intended use by the government. Those persons responding with an expression of interest that meets these minimum criteria will be provided with a Solicitation for Offer (SFO). The second phase of determination is based upon the additional technical requirements specified within the SFO. Only the offers that meet all the technical requirements of both this ad and the Solicitation for Offer will be considered for award. Land owners who meet the following minimum criteria are requested to provide expressions of interest to GSA: - Parcels of land no smaller than one tenth (1/10) acre and no larger than 100 acres in size - Land that is cleared of trees, debris and other impediments to construction - Land that has direct access from primary/secondary paved roads and with a minimum of 200 feet frontage on these roads - Land that is not wetlands - Land that is no further than 200 feet from water, sewerage and electric service - Land that is no further than 5 miles from schools, food service, and functioning emergency services (medical/police/fire) - Land that meets local government ordinances, zoning requirements and any other necessary approvals for government intended use - Land that complies with all necessary environmental, archeological and historical regulations The expression of interest should include as a minimum the following information: 1) Owner name, address, phone number, email address if available 2) Written proof of ownership and/or of the legal control necessary to lease the land 3) Description of the land: size, physical characteristics and current use 4) Location of the land: including the physical address, city & parish, and a small map 5) Picture of the site 6) If representing an owner, a written agreement with the owner All expressions of interest shall be addressed as follows and mailed to: <c>General Services Administration Expression of Interest to FEMA GSAP 3535 S. Sherwood Forest Blvd, Suite 153 Baton Rouge, LA 70816</c> Please provide a return address. SOLICITATION PROCESS: Typically, GSA will solicit offers from all technically acceptable sites. Site acceptability will be established by the process of determination described above and within the Solicitation for Offer. GSA will conduct multiple solicitations for land within Orleans Parish. These parcels of land must meet the technical requirements that adequately accommodate travel trailers, mobile homes and other types of temporary housing units. The leasing actions will be awarded to the lowest price technically acceptable offers first. GSA will continue to solicit offers until the requirement is satisfied. GSA will solicit as many offers as possible for this solicitation period in order to promote competition to the maximum extent practical. DELINEATED AREA: All properties offered to the Government in conjunction with this requirement must be located within Orleans Parish, including the cities and towns located within the geographic area bounded by this parish, in the State of Louisiana.
