- Description
- This is a notice of intent to award a sole source purchase order to Kimball Physics, Inc. for purchase of the following items: FRA-2X1-2 Low Energy Flood Electron Gun; 1.33” CF Flange Mounted Electron Gun; Housing length: 12 inches long; Quantity: 2; Unit: Each. EGPS-1011 Flood Gun Power Supply; to match either of the 1.33 CF Mounted FRA-2X1-2 electron guns. Power supply with Digital Fluorescent Display, rack mount kit. Emission current control (feedback stability loop). Computer control capability via 50 pin D sub connectors. Cable: special length – 30’ long; Quantity: 1; Unit: Each. Background: NIST operates three beamline laboratories at the National Synchrotron Light Source (NSLS) located at the DOE’s Brookhaven National Laboratory. The required Kimball Physics Low Energy Electron Flood Guns and Power Supply will be mounted permanently at NIST’s X24A beamline as part of the beamline endstation. This Kimball Physics Low Energy Electron Flood Guns and Power Supply are fully compatible with another Kimball Physics Low Energy Electron Flood Guns and Power Supply previously purchased and in routine use at NIST NSLS beamline U7A. Compatibility and interchangeability with NIST’s existing beamline Kimball Physics Low Energy Electron Flood Guns and Power Supply are a basis for this sole source notice of intent. This equipment will be used at a remote site (NSLS) in 24/7 operation located at Brookhaven National Laboratory, rapid interchangeability with our existing equipment (between beamlines) is very important in order to maintain a high level of up time, imperative to the success of NIST research. Furthermore, only one set of spare parts for all the Kimball Physics Low Energy Electron Flood Guns and Power Supply is needed, reducing costs. The Kimball Physics Low Energy Electron Flood Guns and Power Supply incorporates unique proprietary design features that allow effective charge compensation enabling X-ray spectroscopy of insulating samples at NIST’s beamlines. No other manufacturer has the needed proprietary design features of the Kimball Physics Low Energy Electron Flood Guns and Power Supply that will provide the state of the art performance needed in charge compensation for important X-ray beamline measurements. Based on market research conducted by NIST, NIST has only been able to identify one potential source to provide the required compatible and interchangeable items: Kimball Physics, Inc. Therefore, NIST intends to award a sole source purchase order to Kimball Physics under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) unless other responsible sources identify themselves to joseph.widdup@nist.gov on or before the response date for this posting and clearly and unequivocally demonstrate their capability to provide the required items. The Government will determine, based on written responses received in response to this posted notice, whether this procurement will be competed.
