- Description
- This is a notice of intent to award a sole source purchase order to Rigaku Americas Corporation for upgrade of an existing D/Max-2200 PC Rigaku Ultima III x-ray system (serial number BD2817N) owned by NIST. The upgrade requirements are as follows: The existing x-ray must be upgraded to have a "high-resolution parallel beam optics" so that user can do x-ray powder diffraction on a capillery samples. The "parallel beam optics" should have the following minimum specifications: (a) laterally graded incident beam muli-layer mirror (b) Automated mirror control and alignment, (c) Beam size selection slit (2, 5, 10 mm) (d) Soller slits with 5.0 degree divergence or better. The existing x-ray system must be upgraded to have a "Cross Beam Optics so that user can easily select between focusing and parallel beam optical configuatiorns without realignment of the X-ray. "Easily select" means it should not take more than 1-3 minutes to change the geometry from focusing to parallel beam optics. The existing X-ray should have a capillary sample stage which should include at least (a) sample-spinning capability and (b) simple cappilary alighment (i.e. putting a new sample and aligning it should not take more than 1-3 minutes). The existing X-ray system must be upgraded to have sample holders for air-sensitive samples with reflection geometry. The sample holders should be hermetically seable with Be and Mylar windows on Si-insert. NIST requires at least two Be-window and two Mylar-window samples holder (in total four of them) Based on market research conducted by NIST, NIST has only been able to identify one potential source to provide the required upgrade with equipment that is compatible with the existing Rigaku system: Rigaku Americas Corporation. Therefore, NIST intends to award a sole source purchase order to Rigaku Americas Corporation under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) unless other responsible sources identify themselves to joseph.widdup@nist.gov on or before the response date for this posting and clearly and unequivocally demonstrate their capability to provide such a required upgrade to the aforementioned existing Rigaku system as noted above, including authorization from Rigaku to provide such upgrade. The Government will determine, based on written responses received in response to this posted notice, whether this procurement will be competed.
