- Description
- The Broadcasting Board of Governors, International Broadcasting Bureau, (BBG/IBB) intends to negotiate and award a non-competitive contract to Anystream, Inc., 21335 Signal Hill Plaza, Sterling, Virginia 20164. The statutory authority permitting other than full and open competition that is applicable to this action is 41 U.S.C. 253(c)(1), Federal Acquisition Regulation (FAR), Subpart 6.302-1 other than full and open competition, only one (1) responsible source and no other supplies or services will satisfy the Agency?s requirements. Anystream was responsible for the expansion and upgrade of the automated encoding and distribution of Internet Streamable files that exists within the Agency?s Network Control Center (NCC). The Agency?s NCC is being operated by commercial item software that is proprietary and only available from Anystream, Wallchart, and Leightronix. The Anystream software has to be expanded and upgraded and Anystream has the needed technical knowledge of the customizations that have to be made to their software package that presently operates the NCC. The current software is v4.0. consisting of (6) nodes running audio/video webcasting and (7) nodes running audio only jobs and (2) nodes for transcoding MP3. Anystream shall upgrade the system to v5.2, update customizations done to the current v4.0 deployment so that they will be fully functional in the new v5.2 deployment, install a separate system to test workflow, patches, updates, and any other changes before such changes are put into the production system, and shall provide annual technical support for the new software licenses being added to the NCC system. The performance term for this effort is 90 days after contract award. Interested firms may identify their capability to perform the above to the Contracting Officer at the address noted herein. Firms who are interested must ensure that their submission is received by 3:00 P.M., Tuesday, August 14, 2006. All submissions shall be sufficient in detail to be evaluated without the need for additional documentation. This notice is not an RFP, RFQ or IFB.
