Description
Description THIS NOTICE IS A REQUEST FOR INFORMATION ONLY. The United States Department of Agriculture, Rural Development (hereby referred to as USDA RD or Agency) seeks to demonstrate the success and viability of two new programs within the Agency. The two programs are the USDA RD Housing Voucher Program (Voucher Program) and the USDA RD Housing Preservation and Revitalization Restructuring Demonstration Program (Revitalization Program). These programs are authorized under section 542 of the Housing Act of 1949 to protect tenants in federally-financed multifamily properties in the section 515 housing program, whose owners prepay the loans or when foreclosure occurs between October 1, 2005 and September 30, 2006, and to preserve and extend the availability of affordable rental housing in rural areas. The purpose of the Voucher Program is to provide rental housing assistance vouchers to tenants residing in properties that prepay their USDA RD mortgage. The USDA RD Voucher Program will be based on the U.S. Department of Housing and Urban Development?s (HUD) Choice Voucher Program. Like HUD?s Public Housing Authorities (PHAs), the USDA RD contractor will function in a similar capacity, informing tenants of the Program, conducting rent comparability studies, entering into agreements with multi-family property owners, and issuing vouchers. Under the USDA RD Revitalization Program, the Agency seeks to extend and preserve the availability of affordable multifamily rental housing in rural areas by identifying and assessing capital needs, using financial restructuring tools available to the Agency. For tasks conducted under the Revitalization Program, the selected Contractor will function mostly as a consultant to assist the Agency with identifying which properties to revitalize, to analyze the estimated costs for revitalization efforts, and to assist the Agency in selecting the appropriate options and packages to finance each revitalization effort. The Agency anticipates that tasks and work performed under one Program will impact the performance of tasks and the creation of regulations, policies and training materials under the other Program. REQUEST FOR INFORMATION The purpose of this Request for Information (RFI) is to obtain Statements of Interest as well as Capability Statements from small businesses that are capable of providing the following SPECIFIC TASKS: 1)The Contractor shall provide professional advice and assistance to the Agency to assist it in developing, writing, and implementing regulations and guidance to administer the RD Voucher Program. The contractor shall manage the RD Voucher Program, which includes providing or procuring rent comparability studies, providing or procuring housing quality inspections and verifying the eligibility of tenants receiving vouchers. The contractor may be required to assist the Agency in managing the RD Voucher Program in various sections of the country; therefore the contractor must be capable of providing assistance where required. The contractor should be able to manage and provide professional advice and assistance to the Agency to assist in developing and issuing regulations and policies, training material, underwriting and structuring of loans, as well as the presenting of training materials to field offices, HUD, and other rural area PHAs. 2) The contractor shall provide professional advice and assistance to the Agency to assist it in developing, writing and implementing regulations and guidance to administer the Revitalization Program. The contractor shall manage the Revitalization Program, which includes providing or procuring Comprehensive Needs Assessments, providing financial restructuring options, and the development of and implementation of financial analysis tools in restructuring the portfolio. 3) The Contractor shall, based on the results of tasks (1) and (2), assist the Agency in developing coherent, cohesive and consistent Agency regulations, policy statements, and training material, including the presentation of training to field offices, HUD, and other rural area PHAs. The Contractor is required to supply all necessary labor, equipment, materials, etc. to develop, execute, and manage performance under this contract. CAPABILITY STATEMENTS Given the Agency?s intention of awarding a single management contract, the Capability Statement of small businesses interested in this acquisition shall contain, at a minimum, the following information in ten (10) pages or less and shall be submitted to the individual identified below: (i) experience as a prime contractor in providing services under a management contract; (ii) experience in identifying, managing and overseeing the work of subcontractors for similar efforts and/or complexity; (iii) experience in providing property and/or housing management services; and (iv) experience in providing financial management services related to housing preservation and/or revitalization efforts. The Contractor?s experience shall be documented by identifying with specificity: (1) the contracts under which the experience was obtained, (2) the dates of performance, (3) the contract number, (4) the contracting entity, point of contact, and telephone number, (4) a brief description of services provided, and (5) the contract value. Full and complete responses are necessary to demonstrate to the Agency the contractor?s capabilities in all aspects of the services required. Therefore, company brochures and/or standard capability statements will be reviewed but may not be detailed enough to offer the required information to support capability. SMALL BUSINESS INFORMATION The Contractor shall identify its Small Business designation such as 8(a), veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns, etc. DEADLINE AND CONTACT INFORMATION All responses are due to the Contract Specialist, Vijaya L.
