- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. This requirement is 100 percent set aside for small businesses. Only interested small businesses may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, Custom optical profiler system for the measurement of micro-cantilever beam deflections in a vacuum environment to be used in the Manufacturing Metrology Division at NIST, Gaithersburg, MD. *** ***All interested Offerors shall provide a quote for the following line item: Line Item 0001: The Contractor shall furnish one (1) each, Custom optical profiler system. Background: The NIST small force metrology laboratory is developing an instrument to measure the displacements of micro-mechanical and micro-electromechanical devices under point loading. For instance, static forces will be applied to the free end of cantilever specimens using the NIST electrostatic force balance while the full deflection curve of the deflected beams is monitored using interferometry. The objective of this solicitation is to contract for the delivery to NIST of an interferometer. Such devices are commonly referred to as optical profiler systems, and this is the name to be employed for the purposes of this document. The Contractor shall provide a quote for an optical profiler system comprised of an interference microscope with computer control and image processing capabilities that meet or exceed the following technical specifications: A. Long-working distance, incoherent light interference microscope 1) Vacuum compatible: 1 micro Torr; necessary vacuum cabling and feedthroughs shall be supplied by vendor. A small number of blank, unused conflat ports are available on the NIST vacuum system that may be modified for electrical feed through. 2) Microscope volume (LxWxH): 50 cm x 50 cm x 25 cm (some small deviations beyond these stated volume measurements may be acceptable upon approval by the Government (for a copy of the drawings, send requests to jroderic@nist.gov)). 3) Magnifications: 5X, 10X, and 20X 4) Working distance: at least 20 mm at 20X magnification 5) Field of view (LxW): at least 0.3 mm x 0.3 mm at 20X magnification 6) Focus resolution: plus or minus 5 nm or better 7) Operating modes: phase-shifting interferometry and vertical scanning interferometery 8) Adjustable optics: total optical path length, wavefront curvature, and dispersion of the reference arm must be adjustable to match the sample arm of the interferometer with the various objectives, as well as when an intervening window (up to 8 mm optical quality glass) is in the sample arm path 9) Camera: black and white CCD with remote video monitor 10) Light source: software controlled/autosetting, white light or quasi-monochromatic B. Microscope control hardware and image processing software 1) Control system compatible with NIST?s existing National Instruments based data acquisition and control system. This system includes a Dell Computer running Windows XP and NI LabView version 7.1. The system has two PCI slots and one PCI express slot available. 2) I/O and video boards to operate the microscope in the specified modes. 3) PC Windows XP based image pattern matching software using subpixel interpolation 4) PC Windows XP based image analysis software C. Functional Requirements 1) Capture surface profile of a cantilever beam 300 micrometers long, 50 micrometers wide and 2 micrometers thick that is deflected by 2 micrometers at its free end. Must be able to output surface contour maps at 10 Hz update rate. 2) Output average deflection of a user specified sub-area at 100 Hz. Deliverables: Upon award of a purchase order resulting from this solicitation, the Government requires the following efforts (Vendors quotation shall include proposed periods of performance for the following): 1) Design Phase (see clause entitled ?Design Review and Approval by the Government?): The contractor shall prepare all necessary design documents (including conceptual layout drawing of the profiler installed in the vacuum chamber, block diagrams of all equipment interfaces, physical drawings with adequate detail to enable NIST to create the mounting fixture for the microscope (see GFP below), a list of materials and components, and a schedule to produce the system for delivery to NIST). 2) Manufacturing Phase: The contractor shall manufacture and deliver the optical profiler in accordance with the stated specifications and the approved design documents. Government Furnished Property 1) Vacuum compatible mounting fixture for microscope, hereafter referred to as the microscope mount. NIST will utilize the required design documents to design and fabricate the microscope mount. A drawing of the microscope mount will be released to the vendor within 30 days following approval of the design documents as described above for informational purposes only. 2) Data acquisition computer (Dell Computer running Windows XP and NI LabView version 7.1, two PCI slots and one PCI express slot available) *** Installation/Training/Warranty 1. The contractor shall schedule and facilitate installation/set-up* and one (1) training session for up to two (2) technicians at NIST. The training shall provide a thorough demonstration of all equipment functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST immediately after installation/set-up and demonstration of performance specifications (as described below), but shall be completed no later than 30 days after delivery. * Vendor shall deliver the optical profiler system (interference microscope, I/O boards, and control and imaging software) with the interference microscope ready to be attached to the microscope mount in the NIST vacuum chamber. Because of the delicate nature of the instruments that the optical profiler must be mounted to in the vacuum chamber, NIST personnel will be responsible for physically mounting the microscope in the vacuum system. NIST expects a vendor representative to be present during this installation, and expects that the vendor will complete all other aspects of the installation, including the appropriate computer hardware and software, and all necessary electrical connections. NIST personnel will be available to help with the installation, but will assume no liability for damages to vendor instrument that might occur due to mishandling during installation. For its part, NIST must complete the attachment of the microscope to the mount within 30 days after delivery of the instrument. 2. Quotation must include unlimited telephone/e-mail support, during the warranty period, for questions regarding operation, and a one-year warranty. This warranty must cover non-consumable parts and travel/labor on-site should this become necessary within the warranty period. *** *** Inspection and Acceptance Criteria 1. Visual-Physical check at NIST laboratory for adherence to design specifications. 2. Performance check at NIST laboratory for adherence to performance specifications. The tests will be performed as soon as the instrument is ready, as determined by the contractor, and may be witnessed by the contractor. Performance of the system shall be verified first at ambient conditions using vertical step height standards of 1.8, 8, and 24 micrometers height. Vendor must demonstrate that the calibrated system can accurately measure step heights on the order of 5 micrometers to within 1 percent relative uncertainty (plus or minus 50 nm) and also demonstrate the ability to output surface profile data at the requested 10 Hz rate, and to track the displacement of a user defined sub-region at a rate up to 100 Hz. This process shall be repeated at vacuum. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability and Past Performance, when combined, are more important than Price. ***Award will be made on a best-value basis. Under the Technical Capabilities factor, stronger consideration will be given for a system with the following additional features or capabilities: - Hardware and software to enable stroboscopic imaging capabilities for measurement of dynamic deflection shapes through a frequency range 100 Hz to 2 MHz. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. ****Past Performance will be evaluated to determine the overall quality of the products and services, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information from other sources, including NIST. Quoters shall provide a list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date of delivery or the date services were completed. ***The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ***Offerors shall complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. All clauses may be viewed at www.acqnet.gov. *** Design Review and Approval by the Government The Contractor shall submit the appropriate designs/drawings to the Government prior to the commencement of the manufacturing effort. The Government will review the documentation provided to ensure compliance with the specifications. Subsequent to this review, the Government will either approve the design or provide detailed comments as to any deficiencies. Any additional effort, if required, by the vendor to meet the design requirements shall be considered to be within the scope of this Purchase Order. Upon Government approval of the design, the vendor may commence the manufacturing phase of this contract. Approval by the Government as required above shall not relieve the Contractor of its obligation to comply with the specifications and with all other requirements of the contract, nor shall it impose upon the Government any liability it would not have had in the absence of such approval. ***All vendors shall submit the following: 1) An original and one (1) copy of a quotation which addresses all Line Items; 2) Two (2) Originals of the Technical description and/or product literature; 3) Description of commercial warranty; and 4) One (1) copy of the most recent published price list. ***All quotes shall be received not later than 3:30 PM local time, on August 11, 2006 at the National Institute of Standards & Technology, Acquisition and Logistics Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 3571, Gaithersburg, MD 20899-3571, Attn: Jennifer Roderick. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information shall be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they shall be denied access to the facility. Faxed quotes will NOT be accepted. ***
