- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service located in Santa Cruz, CA has a requirement for a contractor to perform a study on comparison of model-based versus design based estimation of fish abundance in small streams. The primary objective of this project is to make a preliminary comparison of the performance of the hierachical Bayesian modeling methods with the more conventional model-assisted design ?based methods for estimation to compare the performances of these two approaches in different settings of average density and relationships of fish abundance and unit size. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Humboldt State University California as the only source who can complete work under proposed contract because Dr. David G. Hankin of Dept of Fisheries, Humboldt State University California is considered the leading expert in the field of model-assisted design-based fish abundance survey design and estimation procedures based on his previous work on different recognized publications. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Humboldt State University without further notice. A firm fixed price purchase order will be issued with start date of Aug 15, 2006 and end date of Dec 31, 2007. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
