- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Fisheries, Pacific Island Fisheries Science Center located in Honolulu, HI is seeking for a contractor to provide analysis of benthic digital image data and conduct towed-diver surveys during research cruises in the U.S. Pacific. Since 2000, the NOAA Pacific Islands Fisheries Science Center?s (PIFSC) Coral Reef Ecosystem Division (CRED) has conducted more than 1200 surveys throughout the U.S. insular Pacific in which divers are towed behind small boats while maneuvering sleds (?towboards?) equipped with digital video or still cameras to record benthic reef habitat. Divers who conduct these surveys must receive specialized training from PIFSC?s Dive Unit Supervisor before they are authorized to do so. The proposed contract?s work requirements are as follows: Task 1: Quantitative analysis of digital imagery data. The contractor shall conduct quantitative analysis of digital imagery (primarily still camera) recorded during underwater towed-diver surveys of coral reefs and benthic substrates throughout the U.S. Pacific (Hawaii, American Samoa, Guam, Commonwealth of the Northern Mariana Islands, U.S. Line and Phoenix Islands, Wake Atoll) in order to quantify benthic habitat composition. The contractor shall complete digital image analysis of 125, 50-minute surveys within 12 months of the start of the contract. The contractor shall use Coral Point Count with Excel Extensions (CPCe) software following the written analytical protocols developed by coral reef assessment specialist. Task 2: Data collection. The key personnel may be required to participate in towed-diver surveys during CRED-sponsored research cruises in the U.S. Pacific as needed. Task 3: Consultative services. The key technical personnel shall be available for consultation prior to, during, and after analysis. Consultative services shall include clarification of results, assistance with cruise preparations, technical support, troubleshooting, and data interpretation. A firm fixed price purchase order will be issued for base year plus two option years. A request for quotation providing detailed statement of work will be issued on or about Aug 7, 2006.
