- : The Department of Energy???s Environmental Management Consolidated Business Center (EMCBC) intends to contract by means other than full and open competition a 90 day time and materials purchase order with Sapere Consulting, Inc.103 East Main Street, Suite 201, Walla Walla, WA 99362 for contractor services and deliverables through performance of technical support to the Oakland Projects Office (OPO). The contractor will be providing support for the closure of OPO???s projects at the Stanford Linear Accelerator Center (SLAC) site. The contractor will be responsible for providing assistance in identifying and managing the cost and schedule risk to the completion of the projects at the facilities. Technical support on this project includes development of the Critical Decision packages and baseline development support. Also included is the technical facilitation to gain consensus on issues and key decisions associated with strategic planning. The Department of Energy intends to solicit and negotiate with only one source under authority FAR 6.302-1. and 41 USC 253(c)(1). This section provides that when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. In this case, the department has been receiving these services from Sapere over the last year via an existing subcontract that will expire on Feb. 2007. The department will be conducting a full and open competition for a prime contract to provide these services over the next four years. In order to avoid cost and schedule impacts to the OPO projects receiving support from Sapere that would result from a break in the services, the department requires the temporary continuation of these services for the next 90 days or until the new contract is awarded whichever comes first. Firms who want to challenge the sole-source must submit an interest letter that demonstrates your firm???s ability to provide an equivalent service and rationale as to why they should be considered, as described above. A determination by the Government not to compete this proposed contract extension is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing the capability information will be provided by DOE. Requests for solicitation will not be honored.
