Description
In accordance with Simplified Acquisition Procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP) intends to procure on a sole-source basis with the Norwegian University of Science and Technology, No-7489, Trondheim, Norway to investigate hormonal exposures that occur during pregnancy and subsequent breast cancer risk of the mother. The EBP has a primary involvement in research addressing pregnancy and other hormonal factors pertinent to cancer. EBP is pursuing a research program on the hormonal etiology of breast cancer including investigating the biological mechanisms that are hypothesized to mediate the effects of identified epidemiologic risk factors such as pregnancy. NCI would like to extend this research by establishing studies to directly analyze the association of pregnancy biomarkers and cancer risk. Exposures that occur during pregnancy have profound consequences for the subsequent breast cancer risk of the mother. Despite the long-term beneficial effects of an early age at first birth and high parity, risk is actually elevated within the first 5-15 years following pregnancy. Tumors that occur during this period tend to be hormone-receptor negative and late stage, to progress quickly and to have a poor prognosis. A large cohort of pregnant women from whom blood samples are available exists in Norway with the capability of being linked to the cancer and vital status registries. Dr. Vatten at the Norwegian University of Science and Technology will access data from a unique cohort of pregnant women in Norway in which multiple pregnancy blood samples were collected from 35,000 women to investigate the associations of several steroid hormones and growth factors with the transient increase in breast cancer after pregnancy. Breast cancer cases occurring within 15 years following pregnancy will be identified by linking the cohort with the Norwegian National Cancer Registry. Hormones and other growth factors will be compared between cases and an appropriate control group of women who did not develop breast cancer. Information on other pregnancy factors will be obtained from linking the cohort to the Norwegian National Medical Birth Registry. The Norwegian University of Science and Technology is the only vendor known to the NCI Researcher that has a recognized expert in the area of hormonal carcinogenesis research, has access to a large cohort (30,000 women or larger) of pregnant women with at least two blood samples collected during the pregnancy, and has the ability to link these women to a national cancer registry. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on August 11, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
