- The FAA William J. Hughes Technical Center intends to award a single source contract in accordance with FAA AMS 3.2.2.4 to Enterprise Information Services (EIS), Inc. The FAA intends to award a single source contract to Enterprise Information Services (EIS), Inc. to provide support services for the ATC Voice Communications Group located at the William J. Hughes Technical Center. This contract would bridge a shortfall in contract support to the ATC Voice Communications Group due to the fact that the current support contract will expire on September 30, 2006. Originally, the existing support contract was planned for completion after the IVSR In Service Decision in May of 2006, but due to programmatic celays and schedule that the current support cannot be extended, a single source contract is being pursued. A follow-on competitive procurement is expected to be pursued in early FY 2008. EIS Inc. is the only combination of proposed skills needed and the proven track record to satisfy the FAA's requirement to provide Terminal and Enroute ATC Voice Switching expertise to the IVSR test program in a timely manner with no learning curve necessary. It has been determined that it is in the best interest of the FAA to acquire these engineering support services on a single source basis to EIS, Inc. for the following reasons: EIS, Inc. has direct experience in the development and management of the WJHTC IVSR configuration and possesses the skills necessary to utilize the IVSR Technical Monitoring and Control Systems (TMCS) workstations. The TMCS manages and controls all administrative, supervisory and maintenance activities within the IVSR architecture. The TMCS represents the bulk of the critical I/O control within the IVSR system, knowledge of IVSR system protocols, system data types, device drivers, error recovery methods and overall operating system processes. EIS has developed and maintained the configuration mapping and mission assignments for the IVSR system in support of all OT Test Cases. EIS, Inc. has been instrumental in the development of the Operational Utilization Demonstration test cases that will be utilized to conduct the Air Traffic evaluation the IVSR OT and has extensive knowledge regarding ATC functionality which has been proven to be extremely valuable in the development of the ATC scenarios. EIS, Inc. also has unique knowledge regarding the operation of the IVSR Traffic Load Generator that will be utilized throughout the Operational Test peirod and subsequent software baseline testing. EIS, Inc. has assisted in the maintenance of the NexScenGen Stability scripts. In addition, the TLG application will be utilized in the NAS Loading and Stress operational test case. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
