Description
The VA Eastern Colorado Healthcare System (ECHS), located in Denver, Colorado is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in design through construction period services of HVAC System Additions and Modifications within occupied areas of an active Medical Center. The selected A/E firm shall provide all technical services including architectural, mechanical, electrical and structural engineering as may be required for a preliminary study to assess the best HVAC option for the areas included in this project. All study options and recommendations shall be included in a design manual which will include budgetary estimates prior to start of design documents. Design shall include all phasing and infection control methods required during construction. The project intent is to assess the best options for providing a redundant HVAC for research Buildings 19 and 21. This excludes the AAALAC areas of the buildings which operate on a separate, dedicated system. Portions of the existing system are thirty (30) years old and the Medical Center has experienced mechanical failures which negatively impact the work environment for the staff and equipment. A/E firm shall review methods for non-recurring maintenance of the existing system, utilizing the existing system and adding equipment to make the system redundant or replacing all and/or part of the existing equipment. Project work includes review of VA HVAC standards for Research Buildings and ability of the existing system to meet those standards and improvements required. The estimated construction range is between $100,000 and $500,000. Selection criteria include in descending order importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of fire and safety deficiencies; (2) professional qualifications of the firm's staff and consultants assigned to the project; (3) experience on remodeling existing and occupied spaces; (4) past experience working o n VA facilities and/or Government; (5) geographical location of the firm within a 100 mile radius of the ECHS Medical Center, Denver, Colorado; (6) ability of the firm to begin the work within 30 days of award of the contract; and (7) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms are required to submit two (2) recent completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), Wednesday, August 16, 2006. Solicitation VA-259-06-RP-0022 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. This acquisition is open to both large and small business concerns. NAICS Code 541330 is applicable to this acquisition, the size standard for a firm to be considered has an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $4.0 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
