- The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for Aviation Helmets Communications Systems. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as imp lemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type contract with Communications and Ear Protection (CEP), Inc., of Enterprise, Alabama. The basis for restricting competition is the proprietary rights of CEP, Inc. and the duplicative cost to the Government to utilize another source to satisfy the Governments requirement. See numbered note 22. Required quantities are 25 each of the CEP199-C01 and CEP900-K04A headsets, and 300 each CEP203-TTC headsets. NAICS code for th is procurement is 334210 and the small business size standard is 1000 employees. Supplies will be delivered to Fort Campbell, KY, 42223. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Comp etition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer w ithin 14 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with the manufactur er, Data Device Corporation. Responses are due by 11 August 2006, 4:00 p.m. (CST).
