- The Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of the U.S. Army Center of Military History (CMH), intends to execute a commercial award under other than full and open competition- sole source basis to Elliott V. Conver se, 180 South Van Dorn Street, Alexandria, VA 22304, in accordance with FAR 6.3. The service required is a follow on contract to research and write five chapters in volume 1 History of Acquisition in the Department of Defense, Into the Cold War, 1945-19 58. This follow on service is to complete the initial volume 1 of the Defense Acquisition History Project written by the incumbent contractor. The contractor will do research in the published literature, oral history interviews, and in the records of th e Office of the Secretary of Defense, the military services, and various other government branches, departments, and agencies. The contractor will submit three chapters on a quarterly basis and revise them as appropriate. The work will be performed durin g 12 months under the direction of the US Army Center of Military History (CMH), which is supervising the Defense Acquisition History Project. This notice is not a request for proposals. However, all proposals or responses received will be considered by solely for the purpose of determining whether to conduct a competitive procurement. No solicitations will be issued as a result of this announcement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Award is anticipated on or about 15 August 2006. Interested parties may e-mail capabilities statements to Mr. Han Park at han.park@hqda.army.mil. The CCE contracting office must receive capability stat ements no later than 3 August 2006, 1400 EST. The Government shall not be liable for, or not responsible for any technical information provided.
