Description
Solicitation W15P7T-06-R-G520 is for a modification to Firm-Fixed-Price/Time and Materials (T&M) Contract Number DAAB07-03-C-A006 with L-3 Communications (L3), to increase the T&M Contract Line Item to enable additional interim contractor support, fi eld support, and engineering logistics and program services for the Phoenix Tactical Satellite (TACSAT) terminal through the duration of the contract period of performance. The Phoenix is a transportable multi-band, multi-channel Tactical Satellite (TACSAT ) terminal that operates in the C, X, Ka and Ku bands over commercial and military satellites. It provides high-capacity range extension at selected Echelons Above Corps and Corps signal units. Phoenix provides a highly mobile, strategically transportable , wide band communications capability, and will replace selected AN/TSC-85/93 TACSAT terminals. It is being used in missions in support of Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) and provides the Warfighter with unparalleled com munication enhancements. T&M support services have been significantly greater than anticipated as a result of efforts in support of OEF and OIF. Consequently, an increase in the T&M Contract Line Item is needed to obtain support through the duration of th e contract period of performance. The services to be acquired consist of (a) interim contractor support, which includes repair and overhaul, stockage, storage and issuance, (b) field support, which includes technical assistance, materiel fielding support, and support of theatre operations, and (c) engineering logistics and program services, which includes logistics analysis, system engineering and integration support. L-3 is the developer and original equipment manufacturer of the Phoenix, and maintains system-level and product-level configuration and data management control of this system. The Phoenix is considered a state-of-the-art Satellite Terminal. The Phoenix an d its components are not defined by any nationally recognized industry standard or specification. The Government does not possess technical data or drawings to enable a competitive acquisition. L-3 is the only source that possesses the technical data, engi neering drawings, specifications, acceptance test procedures, depot repair parts, and costly special test equipment for the Phoenix and its components, all of which are necessary to provide the required services. A Sole Source award will be made to L3, 640 North, 2200 West, P.O. Box 16850, Salt Lake City, Utah 84116-2925 under the authority of 10 U.S.C. 2304( c)(1), Only One Responsible Source, as implemented by FAR 6.302-1(a)(1).
