Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Cost-type Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide modeling, simulation, and testing for EA-6B aircraft hydraulic systems. The vendor will model and simulate the combined and flight hydraulic system operation specific to A-6 TMS utilizing the unique A-6E test bed. Modeling and simulation is to include hydraulic operation of the main and nose landing gear and primary and secondary flight controls systems. NAVAIR intends to award this effort to Rochester Institute of Technology (RIT), 1 Lomb Memorial Drive, Rochester, NY 14623-5603. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is driven by RIT?s on-site possession of an old A-6E aircraft, on which the majority of the hydraulic testing and structural analysis will be performed. This aircraft will be able to operationally simulate the EA-6B for most systems, thereby significantly minimizing the cost and time for development and iterative testing. It is anticipated that the SIC Code for this requirement will be 8734 (Testing Laboratories), the NAICS code will be 541380 (Testing Laboratories), and the FSC code will be H216 (Equipment and Materials Testing for Aircraft Components and Accessories). The estimated period of performance is a base period of one year, with a potential for two one-year option periods. Numbered note 22 applies. Other interested parties may submit a brief one-page statement demonstrating their capability to perform the services listed above if they believe they possess the required knowledge and ability to perform this requirement. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of this synopsis.
