Description
Subject to final approval, The Department of the Treasury?s Bureau of the Public Debt (BPD) on behalf of the United States Nuclear Regulatory Commission (NRC), Office of the Inspector General (OIG) intends to negotiate a sole-source procurement with Paisley Consulting, Inc for the acquisition of the software support for work on customized versions of AutoAudit, Magnum and SNAP! reports. The Government intends to award a contract for a base period of one year and four one year options. Nature and Description of Action: The Office of the Inspector General (OIG) implemented a management information system (MIS) to support investigation and audit processing, and track progress in meeting related performance objectives. Two commercial-off-the-shelf (COTS) products, AutoAudit and Magnum Case Management Software (Magnum), were purchased from Paisley Consulting, Inc. (Paisley) to meet OIG business processing requirements. Paisley?s SNAP! Reporter is utilized to produce reports from the databases. Ownership rights to AutoAudit, Magnum, and SNAP! Reporter are retained by Paisley. OIG has rights to use the software via license agreement. OIG purchased customization support from Paisley and prepared specifications describing detailed changes needed to meet OIG?s unique requirements. Multiple iterations of AutoAudit and Magnum were developed and tested before the production versions were implemented. Software maintenance, Help Desk and programming support are required to fix problems identified, revise workflow, and incorporate new functionality in the software required by changes in OIG?s business processes. Changes to existing SNAP! reports or new reports, additional software licenses and user training may also be required. A sole source to Paisley Consulting, Inc is intended for this contract, based on the licenses requirement. No other known source has access to this license. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to negotiate a sole-source award to the Paisley Consulting, Inc.
