- The U.S. General Services Administration?s Federal Technology Service intends to issue a contract to MetaVR, Inc. under the authority of FAR 6.302-1, with FAR 12 and 13.5 through reference number 4THO21064102. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-03. Only one responsible source and no other services will satisfy agency requirements. The proposed contract action is to acquire proprietary 3-D software and associated maintenance and licensing for use in the Soldier Battle Lab at the U.S. Army Infantry School in Ft. Benning, GA. These software packages are necessary to increase the efficiency of battle simulations within the Military Operations on Urban Terrain [MOUT] unit of the US Army Infantry School by simulating actual, realistic environments and situations that the war-fighter might encounter within an urban terrain. A breakdown of the software and maintenance packages is as follows: 1) Qty-2 MetaVR VRSG Software Annual Maintenance License (P/N: SWMAINT) w/ standard upgrades and technical support and GIS layering protocol support. 2) Qty-1 MetaVR GIS to DIS 3D Visualization ArcView Plugin (P/N: GIS2DIS3D) Including interface to VRSG.MDX terrain databases to visualize various linear and point feature/objects as layers which can be turned on or off via user control. To procure these products, the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This request is not a notice for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. All information should be submitted via email to Eddie Mills at eddie.mills@gsa.gov. Responses must be submitted by COB August 7th, 2006. All information submitted on or before this date will be considered by the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
