- General Services Administration (GSA) Southeast Sunbelt Region intends to procure a construction firm to provide all supervision, labor, materials and equipment necessary for the Courtroom Panel Replacement in Key West, FL. It is GSA's intent to solicit this requirement through a small business set-aside. The NAICS for this procurement is code 238350 which contains a corresponding size standard of $13 million. The resultant award will be a firm fixed price contract. In accordance with FAR 36.204, the estimated range for this procurement is between $25,000 and $100,000. The work includes, but is not limited to the following work: Removal of existing damaged courtroom paneling, including but not limited to existing wood base, existing vertical wood paneling and existing wood chair rail; Furnish & Install of new courtroom paneling to match existing in design and construction including but not limited to new wood baseboard, new vertical paneling and new wood chair rail stained to match existing wood stain color; Furnish & Install of new pressure treated wood furring strips; and Furnish & Install of new cememtitious waterproofing coating on interior side of exterior wall. The solicitation package, available in electronic form only, is scheduled to be available on or about August 11, 2006. The subject solicitation includes Sensitive But Unclassified Building Information (SBU). In accordance with GSA?s security policy, before release of the solicitation all contractors must complete a signed Form B, Document Security Notice to Prospective Bidders/Offerors, included as an attachment to this notice. This form shall be submitted via e-mail or fax to the point of contact listed herein. Once this information is received and verified, a copy of the solicitation package will be electronically distributed. Performance and Payment Bonding will be required. A Pre-proposal conference and site walk-through will be established. The date and time will be listed in the solicitation package. Award shall not be made unless the prospective contractor receives an affirmative determination of responsibility. In the absence of information clearly indicating that the prospective contractor is responsible, the contracting officer shall make a determination of nonresponsibility. In addition, all government contractors must be registered in CCR prior to receipt of an award. Registration can be completed at www.bpn.gov. Lastly, all government contractors are required to submit electronically their representations and certifications at the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/. All responsive quotes from responsible contractors will be considered. After award, the Notice to Proceed will not be issued granting the successful vendor access to the project site until all contract employees receive a Favorable security clearance conducted by Dept. of Homeland Security.
