Description
NASA/JSC plans to issue a firm-fixed price Request for Proposal (RFP) for a delivery technique, including hardware and procedures, for the testing of the Crew Exploration Vehicle (CEV) Parachute Assembly System being performed by the Johnson Space Center at the U. S. Army Yuma Proving Grounds (YPG) in Arizona. The testing at YPG shall be developmental aerodynamic decelerator systems, which shall consist of Low Velocity Air Drop (LVAD) test articles airdropped from C-130 and C-17 type aircraft. JSC plans to perform a series of LVAD tests and requires a Carriage and Extraction System (CES) to deploy an existing cylindrical Drop Test Vehicle (DTV) to test parachutes. The objective is to separate the DTV from the CES after LVAD extraction without having the DTV recontact the CES or pallet. Another objective is to make as few modifications as possible to the existing DTV. The required delivery of this requirement is 8 weeks ARO. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541330 and $25 Million annually, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about August 14, 2006, with an anticipated offer due date of on or about September 14, 2006. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
