Description
NASA/JSC plans to issue a contract modification on Contract NAS9-03045 for additional SHUTTLE REMOTE MANIPULATOR SYSTEM SUPPORT. The contract expires on December 31, 2007. This modification is needed to continue to provide engineering support, logistics, maintenance, overhaul and repair, and hardware development and production to the Johnson Space Center. The modification also covers new work such as the Inspection Boom Assembly (IBA) sustaining engineering and the development and manufacture of the Mini-Boom, Arm Upgrade (S/N 303) and End Effector Upgrades and re-qualification. NASA/JSC intends to purchase the support from the Canadian Commercial Corporation/MacDonald, Dettwiler, and Associates Ltd. (MDA) on a sole source basis. The original design and development of the SRMS was funded by the Canadian Government who contracted to SPAR Aerospace Limited now MDA. MDA has the design authority for the SRMS. They designed, developed and produced all original flight and ground support equipment for the SRMS program plus subsequent redesigns. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 18, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All questions must be submitted in writing by e-mail to Sylvia Aragon-1@nasa.gov or Ronald Johnson-1@nasa.gov. All responsible sources may submit an offer which may be considered by the agency.
