Description
Bureau of Reclamation, Mid-Pacific Region intends to issue an Invitation for Bid for a firm-fixed price construction contract to purchase and install A Supervisory Control and Data Acquisition (SCADA) system Integrator. The SCADA system Integrator is a water measurement and control device in the Klamath Irrigation Project, under the U.S. Department of Interior, Bureau of Reclamation (Reclamation), Klamath Basin Area Office. The SCADA System Integrator shall be responsible for an "equipment supplemented, turn-key" system, installed and tested. This system helps design, deployment, calibration and verification of new flow measurement devices that can be monitored remotely in real-time from base station computers running a human-machine interface (HMI) software and shall enhance data analysis and historical reporting, along with providing real-time management information and alarm functions. SCADA Integrator system shall include (1) site for automatic control (Wilson Dam) and three (3) remote monitoring-only sites and (1) radio repeater station. Each site is a key hydrological point in the Klamath Irrigation Project's extensive canal and pumping delivery system. The new SCADA sites shall upgrade existing facilities and improve data accuracy. In addition, the Klamath Basin Area Office (KBAO) requires an office HMI base station, with dedicated computer and communications support systems. The principal components of the work to be performed under the specifications include the following: (1) Metalwork: Furnishing and installing fabricated metalwork, removing, modifying, and disposing existing metalwork as necessary, drill and tap holes in metalwork required for installation, galvanize bolts, nuts, washers, and locknuts. (2) Equipment: Furnishing and installing SCADA System Integrator, installing applicable conduits, wiring, switches, and enclosures to run phased power supply where necessary and associated mounting hardware. (3) Sheet Piling and Backfill: shall be hot-dip galvanized (4) Concrete and grout: fill spaces under metalwork (5) Coatings The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in dollars $31M. The magnitude of this requirement is between $250,000 and $500,000. IAW FAR 19.1305 "HUBZone set-aside procedures: this requirement is restricted to HUBZone small business concerns. Solicitation 06SS201060 will be posted at http://ideasec.nbc.gov on or about August 12, 2006. The estimated date for receipt of bids is September 11, 2006. This requirement will require 100% performance and payment bonds. Details concerning the site visit and how to reigfster will be located in Section L of the solicitation. The solicitation and specifications must be downloaded at http://ideasec.nbc.gov. NO paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings. In addition, FAR 4.1200 Annual Representations and Certifications, Online Representations and Certifications Application (ORCA) apply to this requirement. Prospective contractors must be registered prior to award. Lack of registration in the CCR and ORCA database wll make an offeror ineligible for award.
