- Contracting Office Address Department of the Air Force, Air Mobility Command, 319 CONS, Grand Forks AFB, ND 58205 Description The principal items of work shall include, replacement of airfield pavement full slabs, spalls and joint runway sealant over an area of airfield concrete pavements, as well as cracks in shoulder and runway asphault. This is a Request for Proposal (RFP), Price Performance Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon BestValue to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be one year. This will be Set Aside for HUBZONE Small Business Concerns IAW FAR 19.1305(b). The magnitude of construction is between $1,000,000.00and $5,000,000.00. The NAICS code for this requirement is 237310.The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. WHILE FUNDS ARE NOT PRESENTLY AVAILABLE WITHIN AIR MOBILITY COMMAND TO FUND THIS PROJECT, WE ANTICIPATE FUNDS WILL BECOME AVAILABLE BY 17 NOV 06. IF CURRENT FISCAL YEAR (FY06) FUNDS BECOME AVAILABLE, CONTRACT AWARDS WILL BE MADE NO LATER THAN 30 SEP 06. IF FY06 FUNDS ARE NOT AVAILABLE, PROJECTS WILL BE FUNDED WITH FY07 FUNDS. WE EXPECT TO HAVE FY07 FUNDS BY 17 NOV 06. SOLICITATION MAY BE CANCELLED AND ALL OFFERS REJECTED BEFORE AWARD BUT AFTER SOLICITATION CLOSING DATE WHEN CANCELLATION IS CLEARLY IN THE GOVERNMENT’S BEST INTEREST Potential offerors are responsible for monitoring this site for the release of the solicitation package, drawings, and any other pertinent information for downloading, which should be on or about 1 August 2006. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal may not be considered. This solicitation may be cancelled and all offers rejected before award but after solicitation closing date when cancellation is clearly in the publics interest.This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Place of Performance Address: Grand Forks AFB, ND 58205 MODIFICATION TO PRESOLICITATION NOTICE The contract will be an IDIQ with a guaranteed amount of $500,000 upon award (but see funds availability information), with a total over the life of the contract in the magnitude of $1 -$5 Million. Work will be way of delivery orders. HUBZone SDVOSB concerns are being sought for this requirement. If a sufficient number of qualified concerns in either of these categories are expected this requirement may be set-aside. If sufficient response is not received to demonstrate confidence that at least two firms will submit a responsible and reasonable offer, it will remain unrestricted. Interested HUBZone and SDVOSB concerns must indicate an interest in this project and submit, in writing, not later than 20 July 2006 all of the following: 1. Positive statement that you would submit a proposal in response to the solicitation. 2. Evidence of recent experience in airfield spall and joint seal repair work to demonstrate capability in performing an IDIQ contract of this possible magnitude. 3. Evidence of existing bonding capability to the total estimate of $5 Million. Single bonding limit must be at this threshold as a minimum. This information must be of sufficient detail for the contracting officer to make a sound decision. If sufficient information is not submitted, responder will not be considered as an interested HUBZone or SDVOSB concern.
