Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W81EWF-6186-3835 is being issued as a Request For Quotations (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated prov ision and clauses are those in effect through Federal Acquisition Circular 2005-11. This is 100% set aside for small businesses under NAICS Code 334513 (SIC 3823) with a size standard of 500 employees. The US Army Corps of Engineers (USACE), Engineer Rese arch and Development Center (ERDC), has a requirement to purchase five environmental growth chambers for use in housing aquatic and terrestrial studies. The growth chamber is composed of an insulated room under computer controlled heat and cooling which is monitored and controlled by a single computer. The system must offer excellent temperature and humidity control with high precision and accuracy, be easily accessible and offer simple to use Windows XP based software for setup and monitoring of chambers . Detailed specifications include: (1) 4 growth chambers with dimensions of 10ft.W x 13ft.D x 9ft.6in.H outside dimensions, (2) 1 growth chamber with chamber dimensions of 9ft.W x 11ft.D x 9ft.6in.H outside dimensions, (3) Must be capable of operating on 208 V power supply, (4) Must have minimum temperature range = 4 degrees C  40 degrees C (+/- 1 degree C precision), (5) One 10ft.W x 13ft.D x 9ft.6in.H chamber must be capable of reaching 65% humidity at 5 degrees C (6) Must have painted (preferable white ) aluminum skin on all walls. Aluminum is required due to the highly corrosive environment which the chambers must operate. Stucco or other pattern on the aluminum skin to hide dents is also desirable, (7) Must have fluorescent lights in a vapor proof fi xture mounted to the ceiling, (8) Must have microprocessor unit on exterior of each module for local control of temperature and humidity. Specific requirements include: (a) Ramping temperature and humidity, (b) Lockable keypad, (c) Backlit LED or LCD displ ay, (d) Must be programmable, and (e) Must be provide user defined alarms, (9) Must have windows XP based software and interface for monitoring and parameter setup of all five chambers on a single computer. Specific software requirements include: (a) Must be Windows XP compatible, (b) Complete data histories for all parameters with the ability to graph or transport to portable media, (c) Complete control of all setting for each chamber, (d) Multi-day programming, (e) Ability to set alarm conditions, (f) Mus t be expandable (capable of accepting new sensors as required), and (g) A minimum of 2 closed loop and 8 open loop control channels are required, (10) Condensing units must be placed exterior to the building in which the chambers are installed, (11) Door m ust contain a window and locking handle, (12) Rooms must contain 6 duplex outlets (115 V) (2 on each wall), and (13) Due to space limitations, chambers must have a built in ramp that is interior to the chamber.
