- Description
- Development of Proceedings of the Ecosystems Observations Program workshop. The National Oceanic & Atmospheric Administration, a bureau of the U.S. Department of Commerce requires the development of written Proceedings of a workshop previously held in Delaware to advance understanding of the coastal, ocean and Great Lakes ecosystems and to better manage the health of coastal ecosystems through linkages between regional associations and the emerging Integrated Ocean Observing System. The Proceedings shall include summaries of the sessions, a systhesis of the material presented, a presentation of issues, pilot programs, participants, individual session and speaker presentation materials, contact information, a foreward, and an executive summary. The Proceedings shall be delivered 60 days after award. Payment shall be made at completion. Award of a firm fixed price purchase order will be made based on selection of the offer that presents the best value to the Government based on the evaluation factors of approach, past performance and price. The factors are relatively equal and are listed in order of importance. An adjectival rating system will be used to rate the evaluation factors. The adjectives are Outstanding, Excellent, Good, Adequate, Marginal, and Unsatisfactory. Simplified acquisition procedures in accordance with Part 13 of the Federal Acquisition Regulation will be used and FAR clause 52.213-4 applies. Offers are due Noon eastern time, August 24, 2006, at 1305 East West Highway, Room 7146, Silver Spring, Maryland, 20910, addressed to Ms. Robin Prather. The information set forth in this Pre Solicitation notice is an advance copy of the Request for Quotation (RFQ) that becomes final unless otherwise modified before the due date.
