- NOTICE OF INTENDED SOLE SOURCE PURCHASE: The US Department of Education (ED), Office of Civil Rights (OCR), requires a contractor to download/mount and maintain survey data on website. Vendor: Beyond 20/20, 265 Carling Avenue, Suite 500, Ottawa, Ontario K1S2E1 ED/OCR requires a vendor to mount 2004 Civil Rights Data Collection records, and maintain the 2000 and 2002 Elementary and Secondary (E&S) Civil Rights data on the Internet for external users. OCR has made this data available on the Web starting with the 1998 E&S Survey. The data is being maintained on the Web in Vista 3.0, an OLAP application that enables users to access and analyze multidimensional data on the Web with little or no training. The 2004 Civil Rights Data Collection data file to be mounted on the Web is in ASCII format, with descriptive information in Excel spreadsheets. The 2000 and 2002 data would also be available in ASCII format. The vendor will be required to create appropriate DBF suitable for data loading and maintaining all E&S data maintained on the Internet on behalf of ED. Beyond 20/20 has maintained the function on behalf of OCR for several years. Beyond 20/20 offers the benefits of historical expertise and systems compatibility which other contractors may not be able to provide as cost-effectively or as timely. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotations received by the posted response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This request does not commit the US Department of Education to award any purchase order, to pay any costs incurred related to quotations or subsequent negotiations, if any. It is also the Offeror's responsibility to inform the US Department of Education of any present, pending or possible future conflicts of interest.
