- Description
- The Centers for Disease Control and Prevention intends to issue a sole source contract to New England Complex Systems Institute (NECSI) in Cambridge, Massachusetts. NECSI, a non-profit organization drawing on the expertise of faculty from Harvard, MIT, and other academic institutions, has developed breakthrough scientific methodologies and technologies for the simultaneous analysis of complex systems, i.e., the quantitative multiscale relationship of structure and function in social organizations, like the health system. NECSI will implement its exclusive quantitative multiscale analytic methodologies and tools to develop a CDC capacity to model strategic priorities. This quantitative analysis-based mathematical model will enable the Office of Strategy and Innovation (OSI) to fulfill its mission to enhance strategy and innovation development for CDC. NECSI will implement their exclusive multiscale mathematical model to analyze the health impact of expanded prevention scenarios and describe the influence of new roles for CDC in developing and directing a wider range of public health programs and services. The authority for this sole source procurement is 41 USC 253(c) (2) and NECSI is the only known source with the knowledge and mathematical model required to provide these services. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
